Take back teacher training from the universities. We used to have dedicated teachers' colleges. Selection was rigorous and less than half of the applicants were accepted. Trainee teachers were paid during training and bonded to teach where sent for the same number of years of training. The universities’ focus is on theory rather than practice, anyone who can afford the fees can get teaching qualifications.

In the last two years much of the learning was done online. I think the parent teacher guidance is not enough. Years ago, many parents helped in the class. Nowadays parents leave everything to the teacher. Also, children spend a lot of time on their phones and computers instead of going to the library.

Need to look at countries with excellent engagement and achievement from students. Like the Scandinavian countries. We have been teaching mostly the same stuff in the same way for years and years.
