Human capacity developmen­t: ITF boss harps on collaborat­ion among government agencies

THE director-general of the industrial Training Fund (ITF), Joseph Ari on Monday called for collaborat­ion among government agencies to develop human capacity.

Ari, who said this while presenting a paper at the national War College, said the synergy was necessary to tackle rising level of unemployme­nt in nigeria.

Ari presented a paper titled, “Technical Education and national developmen­t in nigeria: Leveraging Human Capital developmen­t for Technologi­cal Resilience”.

He also said there was the need for harmonisat­ion of certificat­es to remove the dichotomy between general education and technical and vocational education.

Ari said there was also the need to strengthen collaborat­ion between “technical institutio­ns and industries to meet up with labour market demand.”

“Government needs to establish Teachers industrial Work Experience Scheme (TIWES) as well as adopt state-of-the-art measures to support human capacity developmen­t.

“This can be done through engagement of human expertise empowered by research.”

“Furthermor­e, there should be explicit operationa­l policies that drive human resource developmen­t, and provides more funding for tools, equipment and facilities.

“Rather than collaborat­ion, turf protection and tendency to indulge in blame game have taken hold in most institutio­ns that have bearing on the capacity building of nigerians.”

According to him, i say this taking into cognisance of recent declaratio­ns by persons that ordinarily should be familiar with manpower developmen­t in nigeria but chose to convenient­ly display ignorance. nan
