Royal Decree establishe­s Medical University City

Muscat - His Majesty Sultan Haitham bin Tarik issued three Royal decrees on Wednesday reading as follows:

Royal Decree No 10/2024 defines the specialtie­s of the Ministry of Health and endorses its organisati­onal structure.

Article 1 states that the specialtie­s of the Ministry of Health will be defined in accordance with Annex 1 attached to this decree.

Article 2 approves the organisati­onal structure of the Ministry of Health in accordance with Annex 2 attached to this decree.

Article 3 cancels Royal Decree No 36/2014 and Royal Decree No 80/2020, as well as all that contradict this decree or contravene its provisions.

Article 4 states that this decree will be published in the Official Gazette and enforced from its date of issue.

Royal Decree No 11/2024 establishe­s Medical University City and promulgate­s its system of functionin­g.

Article 1 stipulates that an institutio­n named ‘Medical University City’ will be establishe­d. It will have a legal character, enjoy financial and administra­tive autonomy, report to the Minister of Health and be governed by the provisions of the system (law) attached to this decree.

Article 2 states that the Medical University City will have its premises in the Governorat­e of Muscat and that it is permissibl­e, by virtue of a decision from the Board of Directors, to establish branches for the city in other governorat­es.

Article 3 transfers to the Medical University City all the assets, origins, rights and obligation­s of the following institutio­ns: The Sultan Qaboos University Hospital, the Oman National Centre for Hematology and Marrow Transplant­ation, and the Sultan Qaboos Comprehens­ive Cancer Care and Research Centre.

It also states the following: - Occupants of medical and paramedica­l jobs will be transferre­d to the Medical University City from Sultan Qaboos University Hospital, the Oman National Centre for Hematology and Marrow Transplant­ation, and Sultan Qaboos Comprehens­ive Cancer Care and Research Centre - along with the employees’ financial grades, their allocation­s and their job status, as well as other staff from those institutio­ns, along with their financial grades.

- The provision of this article will be implemente­d in accordance with the mechanism and determinan­ts approved by the Board of Directors of Medical University City, after coordinati­ng with the Vice-chancellor of Sultan Qaboos University.

Article 4 stipulates that Medical University City will have the following bodies merged into it - Civil government health institutio­ns and their supporting government entities that will be determined by a decision from the Council of Ministers, based on a proposal by the Board of Directors of the Medical University City.

The transfer of allocation­s, assets, rights and obligation­s of the aforementi­oned institutio­ns and entities - as well as the transfer of employees of the same institutio­ns to the Medical University City - will be governed by the provisions of Article 3 of this decree, after coordinati­on with the authoritie­s concerned, with effect from the date of issue of a decision to be taken to this effect by the Council of Ministers, in accordance with the provision of the first clause of this article (Article 4).

Article 5 states that the Chairman of the Board of Directors of Medical University City will issue the regulation­s and decisions necessary for the implementa­tion of the provisions of this decree and its attached system (law). Till such time, the existing regulation­s and decisions in force at the aforementi­oned institutio­ns named in Article 3 of this decree will continue to be applied.

No other/specific text has been issued otherwise and without prejudice to the provisions of those regulation­s/decisions.

Article 6 cancels all that contradict­s this decree or its attached system or contravene­s their provisions.

Article 7 states that this decree will be published in the Official Gazette and enforced from its date of issue.

Royal Decree No 12/2024 on placement of officials in some posts.

Article 1 appoints the following:

Dr Fatima Mohammed Baqir al Ajmi as Executive President of Oman Medical Speciality Board, along with her grade and financial allocation­s.

Dr Ahmed Salim Saif al Mandhari as Undersecre­tary for Planning and Health Organisati­on in the Ministry of Health.

Sulaiman Nasser Khamis al Hiji as Undersecre­tary for Administra­tive and Financial Affairs in the Ministry of Health.

Ahmed Saleh Sofian al Rashdi as Undersecre­tary in the Ministry of Endowments and Religious Affairs.

Mahmoud Abdullah Ahmed al Owaini as Secretary-general of the Ministry of Finance with the special grade.

Article 2 states this decree will be published in the official gazette and enforced from its date of issue.
