Kailangan ng mas maraming batas na susuporta sa biotechnology

NAGHAHANGAD ang Department of Agriculture (DA) at ang mga katuwang nitong institusyon ng mas maraming batas na susuporta sa pagpapaunlad ng biotechnology, upang masiguro ang seguridad ng pagkain sa bansa sa gitna ng tumataas na bilang ng populasyon.

“We need a policy environment conducive to innovation and technology development,” sinabi ni DA Undersecretary Segfredo Serrano sa pagbubukas ng exhibit na may temang “Bioteknolohiya: Pambansang Hamon, Pambansang Solusyon” sa Congress building, sa Quezon City nitong Lunes.

Ayon sa mga tagapamahala, ang nasabing exhibit ay para sa mga mambabatas upang mas maunawaan ang biotechnology at ang benipisyong maibibigay nito sa mga tao, at para na rin makalikha sila ng batas na magsusulong sa kaunlaran ng nasabing industriya.

“Biotechnology’s benefits are meaningful, especially as the country’s population is growing,” bahagi ng mensahe ni House Speaker Pantaleon Alvarez, na binasa ni Iloilo 4th District Rep. Ferjenel Biron.

“I enjoin legislators: Let’s work together and strengthen support for this,” ani Alvarez. “The goal is to act now for real progress to begin. Convergence and innovation is the key. Together, let’s work hand in hand in furthering this breakthrough,” dagdag pa niya.

Nakipagtulungan ang agriculture and food committee ng Kongreso sa DA para sa pagdaraos ng nasabing exhibit na sinuportahan din ng iba pang institusyon, partikular na ang Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA); International Service for the Acquisition of Agri-biotech Applications (ISAAA); International Rice Research Institute (IRRI); at ang National Committee on Biosafety of the Philippines (NCBP).

Ayon sa SEARCA, sa pamamagitan ng biotechnology ay maaaring maging internationally competitive ang mga produkto ng Pilipinas at matatag sa gitna ng climate change.

“Biotechnology is a modern technology that makes use of organisms or parts thereof to make or modify products, improve, and develop micro-organisms, plants or animals, or develop organisms for specific purposes in a more precise manner,” dagdag ng SEARCA.

Sa kabilang banda, sinabi ni ISAAA Director Rhodora Aldemita na dulot ng mabilis na pagtaas ng populasyon ng Pilipinas, kailangan ng Pilipinnas na makapag-develop ng biotechnology upang makapaglabas ng sapat na pagkain para sa buong bansa. “We can do so with policies conducive to doubling production,” aniya. Kabilang sa mga batas na sumusuporta sa biotechnology ang Republic Act 8435 o ang Agriculture and Fisheries Modernization Act of 1997.

“Executive Order 430 series of 1990 constituted the NCBP to oversee compliance with biosafety policies and guidelines of all public and private institutions engaged in modern biotechnology.

“EO 514 series of 2006 established the National Biosafety Framework for enhancing the country’s existing biosafety regulatory system.”

Samantala, kabilang din sa exhibit ang “HI-Q VAM 1” biofertilizer, na pinaunlad ng Ecosystems Research and Development Bureau sa ilalim ng Department of Environment and Natural Resources para sa paglikha ng mas maraming high-quality forest trees at agronomic plants.
