Diokno et al., pinadadalo sa pagdinig

Pormal na inimbitahan ng House rules committee si Budget Secretary Benjamin Diokno, anak nitong si Charlotte Justine Diokno, at mga balae ng kalihim na mga incorporator ng Aremar Construction, upang dumalo bilang resource persons sa pagdinig ng komite sa Martes tungkol sa umano’y multi-bilyong pisong anomalya sa flood-control projects ng gobyerno.

Pinadalhan din ng komite ng subpoena ang matataas na opisyal ng Department of Public Works and Highways (DPWH), Anti-Money Laundering Council (AMLC), Bureau of Internal Revenue (BIR), at Department of Budget and Management (DBM), gayundin ang indibiduwal na umaktong liaison officer ng C.T. Leoncio Construction sa mga kontrata nito sa gobyerno.

“We expect full cooperation and full disclosure from those invited to the hearing as they will be testifying under oath. We also expect to be provided with documentary evidence that could shed light on the anomalous budget practices of the DBM and questionable allocations for DPWH, which we uncovered during the previous hearing,” sabi ni Andaya.

Ayon kay Andaya, dapat na malaman ang katotohanan tungkol sa “multi-billion peso flood-control projects, which did not pass thru the legal process for selection were inserted into the national budget without the knowledge of (DPWH) Sec. (Mark) Villar”.

Aniya, dapat na alamin ng komite kung bakit ang malaking halaga ng floodcontrol projects ay inilaan sa mga lugar na hindi binabaha kundi sa mga umano’y pinaborang lugar, gaya ng Casiguran, na wala namang banta ng baha.

Una nang mariing itinanggi ni Diokno ang sinabi ni Andara na nakuha ng Aremar Construction, na pag-aari ng mga balae ng kalihim, ang bilyun-bilyong pisong halaga ng mga proyekto sa Sorsogon, sa pamamagitan ng paggamit umano ng dummy corporations.
