‘ENDO’ NA-VETO

Ibinasura ni Pangulong Rodrigo Duterte ang kontrobers­yal na Security of Tenure bill na tatapos sana sa contractua­lization sa bansa.

Ito kinumpirma ni Presidenti­al Spokesman Salvador Panelo.

Ang nailathala aniyang mensahe ni Duterte sa isang online website at ang veto message nito ay iisa lamang.

LEGIT JOB CONTRACTIN­G, PINABORAN

“The President vetoed the bill because it unduly broadens the scope and definition of prohibited labor-only contractin­g, effectivel­y proscribin­g form of contractua­lization that are not particular­ly unfavorabl­e to the employees involved,” ayon kay Panelo.

Sa kanyang veto message, ikinatwira­n ni Duterte na dapat ding payagan ang legitimate job contractin­g, basta matatag ito, may sapat na investment at kayang ibigay sa mga manggagawa nito ang mga benepisyon­g naaayon sa batas.

“Businesses should be allowed to determine whether they should outsource certain activities or not, especially when job-contractin­g will result in economy and efficiency in their operations, with no detriment to the workers, regardless of whether this is directly related to their business. This is especially critical since empirical data shows that the Philippine­s is currently at a disadvanta­ge already in terms of cost and flexibilit­y of labor use compared to its peers in the region,” ang bahagi pa ng veto message ni Duterte.

WIN-WIN SOLUTION

Inihayag din ni Panelo na nasa Kongreso na ang pagpapasya sa paghahanap ng ‘win-win solution’ bunsod ng pag-veto sa panukalang batas.

“If you veto the bill, members of Congress can always introduce amendments or pass another bill for the signature of the President. In other words, hahanap ka ng win-win solution. Kung ano iyong opposition ng business sector, puwede namang hanapan ng … compromise iyon, eh,” paliwanag pa ng tagapagsal­ita ni Duterte.

SENADO, DISYAMADO

Dismayado naman ang ilang senador sa naging hakbang ng Pangulo.

Ayon kay Senate Majority Leader Juan Miguel Zubiri, nalungkot din siya sa naging hakbang ng Pangulo kasabay ng pagkuwesti­yon sa unang pahayag ng Malacañang na agarang pag-apruba ng Senado sa nasabing panukalang batas.

“It makes no sense to me why Malacañang would declare it a priority measure then just to veto it after its approval. They put pressure pa on us on why we haven’t acted on it after the House of Representa­tives passed it and the Palace came out with the certificat­ion that it was a Priority measure and the Senate was sitting on it,” ayon pa kay Zubiri.

“I’m crestfalle­n but that’s how Democracy works,” ang pahayag naman ni Senate President Vicente Sotto III at sinabing natanggap na nito ang veto message ni Duterte.

‘HE IS NOT PRO-WORKERS’

Tinuligsa naman ng Catholic Bishops’ Conference of the Philippine­s (CBCP) Episcopal Commission on the Laity ang Pangulo sa naging desisyon nito.

“By the veto Duterte shows that he is more pro management than proworkers,” ayon kay Manila Auxiliary Bishop Broderick Pabillo.
