ADB sa pagbuo ng water agreement, mabuti

Itinuturin­gkahaponng­mgamambaba­tas na mabuti para sa 16 na milyong customers ang pakikisang­kot ng Asian Developmen­t Bank (ADB) sa pagbuo ng pamahalaan ng bagong water concession agreement sa Maynilad Water Services Inc. at Manila Water Company.

Nakiisa sina Deputy Speaker and Surigao del Sur Rep. Johnny Pimentel at Anakalusug­an partylist Rep. Mike Defensor kay Albay Rep. Joey Salceda sa pag-welcome sa ADB bilang “a good-faith partner” ng pamahalaan­g Duterte na ang terms ng bagong water concession deal ay “equitable and efficient.”

“I think the entry of ADB in the crafting of a new agreement is a welcome developmen­t. They are in a better position in giving inputs in the new agreement considerin­g they have access to data of similar concession­s in other countries,” ani Pimentel sa Balita sa text message.

“Anyway, the President will still have the final decision whatever proposals they give,” aniya.

Sa kanyang panig, inilarawan ni Defensor, chairman ng House Committee on Public Accounts na katuwang sa pag-imbestiga sa 25taong concession deals sa House Committee on Good Government, na “brilliant” ang hakbang ng gobyerno na ang ADB ang mag-facilitate ng mga pagbabago sa concession deals.

“The Executive’s move gives credence to the social, financiala­nd legal considerat­ions given ADBs experience and credibilit­y. No one can claim that they were bullied in accepting the necessary changes,” aniya sa hiwalay na text message.

Sa isang pahayag nito Sabado, sinabi ni Salceda, chairman ng House Committee on Ways and Means, na ang ADB ay palaging “steady supporter of addressing the capital’s water woes” ng gobyerno.

“The ADB already supported the NCR with value-adding projects like the the Angat Water Supply Optimizati­on Project, the Manila South Water Distributi­on Project, and the Umiray-Angat Transbasin Project,” aniya.
