Coconut Farmers and Industry Trust Fund, post-Valentine gift sa mga magsasaka

INAASAHAN ni Partylist Rep. Sharon Garin (AAMBIS-OWA) na magiging matiwasay ang pag-aapruba sa susunod na linggo sa substitute bill na naglalayong itatag ang Coconut Farmers and Industry Trust Fund.

Sinabi ng chairman ng technical working group (TWG) na pinagsama ang 16 na coconut levy fund bills na ang pagpasa sa matagal nang panukalang-batas ay magiging post-Valentine gift ng House Committee on Food and Agriculture para sa mga magsasaka.

“It could have been a Christmas gift, but it was delayed. I hope we could give it as a postValentine’s gift for our farmers,” sinabi ni Garin sa isang panayam.

Nagpahayag ng pag-asa ang House leader na aaprubahan ng House Committee on Food and Agriculture, na pinamumunuan ni Rep. Wilfrido Mark Enverga ng 1st District ng Quezon, ang ulat ng TWG tungkol sa panukala.

“They are scheduled to approve the TWG report. Remember, there were various versions, we consolidated them and made our own changes as well. Let us see how the Committee will act on the report, if they take it as is, I hope they will,” wika niya.

Sinabi ni Garin na inalis na ang mga kontrobersyal na probisyon na naghimok kay Pangulong Duterte na i-veto ang panukalang pabor sa magsasaka noong Pebrero ng nakaraang taon.

“We have coordinated with the Executive and concerned stakeholders. We have been very conscious of the provisions vetoed by the President,” aniya.

“I don’t think the deliberations will take longer. The measure has been approved in last two Congresses. I think the House has always been in the direction of giving back to its rightful owners and beneficiaries,” dagdag niya.

Nakatakdang talakayin at aprubahan ng Enverga panel ang pro-farmers’ bill sa Pebrero 18, Martes.

Nagpahayag ng pag-asa si Enverga, isa sa mga pangunahing may-akda ng panukalang batas, na ang substitute bill at ang kaukulang ulat ng komite ay maaaprubahan sa susunod na linggo.

Sinabi niya na matapos na aprubahan ng kanyang panel ang panukala, inaasahan niya kaagad na ikakalendaryo ng liderato ng House ang panukalang batas para sa plenary debates at pag-apruba, kung isasaalang-alang na ito ay isang prayoridad na panukala ni Pangulong Duterte at ng Mababang Kapulungan.

“If so approved, it will depend on the Committee on Rules. But, given that this is a priority of President R. Duterte and Speaker Allan Cayetano it would definitely be immediately scheduled,” aniya.

Iniulat ng Bureau of Treasury sa Enverga panel noong Hulyo 2019, na ang pondo ng coco levy ay nasa P76, 363, 780,049.43

Samantalang, ang assets ng coco levy ay nagkakahalaga ng P300 bilyon, ayon kay Presidential Commission on Good Government (PCGG) Commissioner Reynold Munsayac.
