R14-B alokasyon bilang ayuda sa sektor ng turismo

TATLONG taon ang sasakupin ng inilaang P14-bilyong pondo para sa ilang programang panturismo at pang-imprastraktura, upang makatulong na mabawasan ang epekto ng coronavirus disease 2019 (Covid-19) sa industriya, ayon kay Tourism Secretary Bernadette RomuloPuyat.

Ang industriya ng turismo, na nag-aambag ng 12.7 porsiyento sa gross domestic product (GDP) ng bansa, at nagkaloob ng 5.4 million trabaho noong 2018, ang pinakamatinding tinamaang sektor sa bansa mula ng pumutok ang COVID-19 outbreak.

Mula Pebrero hanggang Marso pa lamang, umabot na sa P40 nilyon ang nawalang kita ng industriya, kung saan inaasahan pa ang mas malaking pagkalugi matapos isailalim ang buong Luzon sa enhanced community quarantine.

“In order to prepare for the eventual return of regular operations once the pandemic has subsided, it is imperative for the government to infuse more funding for construction/rehabilitation of tourism infrastructure while tourist sites are either closed or with only a few tourists,” pahayag ni Romulo-Puyat.

Aniya, ang P14 bilyong pondo, na kukunin mula sa budget ng Tourism Infrastructure and Enterprise Zone Authority’s (TIEZA), ang sasakop sa iba’t ibang programang panturismo sa bansa.

Sa mga tinukoy na proyekto, higit P5 billion ang ilalaan para sa mga proyektong pangimprastraktura sa Bohol, Iloilo, Pampanga, Pangasinan, Corregidor Island, at iba pang tourist destinations. Iiimplementa ang mga proyekto sa loob ng isang taon na inaasahang lilikha ng libolibong trabaho sa bahagi ng konstruksiyon.

Pagtutuunan din ng TIEZA ang rehabilistasyon ng mga tourist destination sa bansa ngunit kabilang din ang sewer treatment plants sa Coron, Palawan (P500 million), Puerto Galera (P300 million), at Burnham Park sa Baguio City (P400 million).

Bukod pa rito, makikipagtulungan din ang TIEZA sa Department of Transportation (DOTr) para sa night rating ng mga paliparan— P1.284 billion project upang matanggal ng Civil Aviation Authority of the Philippines ang pangongolekta nito ng landing fees mula sa mga airlines na tinatayang nasa P440 million kada taon.

Dahil sa pagbagsak ng aviation sector dahil sa epekto ng COVID-19 at pansamantalang pagpapatupad ng mga travel ban, sinabi ni Romulo-Puyat na ang inisyatibo “could help offset the operational losses of the airlines affected by travel restrictions and canceled flights.”

Samantala, higit P800 million ang inilaan para sa pagpapaunlad ng mga daan patungo sa ilang tourism sites sa bansa sa susunod na tatlong taon.

Aniya, inaprubahan din ng TIEZA Board P1.022 billion pondo para sa pagbuo ng regional tourism development plans at masterplans.

“TIEZA will work with the Department of Tourism, other relevant government agencies and the rest of the tourism stakeholders to re-invigorate the tourism sector and provide fresh opportunities again for the tourism enterprises and workers after the outbreak has subsided,” ani Romulo-Puyat.
