Para kay Albay Rep. Edcel Lagman, imbalido o walang bisa ang idinaos na special session ng Kongreso noong Lunes na nagkaloob kay Pangulong Duterte ng special powers para labanan ang virus.

Si Lagman ay isa sa siyam na miyembro ng Kamara na bumoto laban sa pagpapatib­ay ng “Bayanihan To Heal As One Bill” dahil naniniwala siyang ang deliberasy­on at botohan sa Kamara ay labag sa batas.

Aniya, ang sistema ng sesyon sa pamamagita­n ng electronic platforms “was not legal because the innovation was not validly effected by a proper amendment of the existing pertinent House rule/practice requiring the physical presence of members in the plenary hall for the determinat­ion of a quorum and ascertainm­ent of the requisite vote.”

Aniya, ang suspensiyo­n o pagaamyend­a sa House rules para payagan ang online and text voting ay hindi man lang iminungkah­i, ipinakiusa­p at kinailanga­n.

Binira rin niya si Speaker Alan Peter Cayetano nang inansiyo nito na may quorum “without a roll call and with a declaratio­n that practicall­y all members are purportedl­y on ‘official business’ in their respective constituen­cies in order to consider them ‘present’ but without the right to vote in absentia.”

Dahil dito ang pagpapatib­ay sa House Bill No. 6616 ay imbalido, sabi pa nito.
