Pacquiao files bill to create new municipality in Sarangani
SARANGANI Rep. Manny Pacquiao has filed a bill seeking to create a new municipality in Sarangani province.
Pacquiao proposed that the new municipality be called Malandag which will be composed of 12 barangays: Malandag Proper, Alkikan, Atla-e, Banahaw, B’laan, Datal Batong, Datal Bila, Datal Tampal, Kibala, Kiblat, Malabod and Nagpan.
The 12 barangays are currently part of the 31 barangays in Malungod municipality.
“The peoples of the 12 barangays have been clamoring for the creation of a separate municipality to improve and develop their social and economic condition,” said Pacquiao in House bill 5090. “As a separate municipality, its expected share in Internal Revenua Allotment and in the local and real property taxes will allow it to effectively and efficiently deliver basic services.”
Pacquiao said the 12 barangays have meet all the requirements to become a new municipality based on the documents from the Office of Sangguniang Panlalawigan.
Under the Local Government Code of 1991, for a new municipality to be created, the average annual income of a municipality must be at least P2.5 million for the immediately preceding two consecutive years based on the 1991 constant prices.
Its population must be at least 25,000 inhabitants as certified by the National Statistics Office and it must have a contiguous territory of at least 50 square kilometers as certified by the Land Management Bureau.
The creation should not reduce the land area, population or income of the original municipality to less than the minimum requirements.
The same proposal was filed by former Rep. Erwin Chiongbian but it was not enacted. — Leifbilly Begas
