De Lima on Duterte’s matrix: Why spend wee hours on me? NEW BILIBID PRISON DRUG LINK MATRIX

PRESIDENT Rodrigo R. Duterte on Thursday made public the socalled drug matrix he had threatened to expose showing Senator Leila M. de Lima on top of the drug operation at the New Bilibid Prison in Muntinlupa City

According to Mr. Duterte, Ms. de Lima had been in cahoots with her former driver and, as Mr. Duterte also claims, lover, Ronnie P. Dayan, as well as a number of government officials.

The matrix also names former Pangasinan Governor and now 5th District Representative Amado T. Espino, Jr.; former Justice undersecretary Francisco F. Baraan III, whom Mr. Duterte had earlier named in his allegations against Ms. de Lima; Mr. Baraan’s brother, Pangasinan provincial administrator Raffy F. Baraan; Pangasinan provincial board member Raul P. Sison; and resigned Bureau of Corrections (BuCor) chief Franklin Jesus B. Bucayo.

Those named have accompanying descriptions that qualify their being identified in the matrix. In the case of Mr. Bucayo, the matrix said he was “designated” as police regional director “thru the help of De Lima. After retirement, he was appointed as BuCor Chief. Resigned as Chief because of alleged involvement [with] illegal drugs inside BuCor.”

There is nothing in the matrix about Mr. Sison other than his being identified as a link between Mr. Dayan and Mr. Espino and a quote attributed to him as saying that “GovEspino is the richest politician in the Northern Luzon.”

From Ms. De Lima, there are three arrows pointing to Mr. Dayan, Mr. Bucayo, and former undersecretary Baraan.

Mr. Dayan is identified as “BOSS De Lima,” “Case Fixer in Urbiztondo, Pangasinan of wellknown politicians,” and “BF of De Lima since CHR (Commission on Human Rights) days.”

He is said to have “received a monthly payola from Gen. Bucayo thru SPO1 Palisoc” of PRO [Police Regional Office] 1,” and is “Known as drug user in Urbiztondo.” A certain “Ms. Cardenosa,” a municipal employee in Urbiztondo, was also identified as a dummy for Mr. Dayan’s properties courtesy of Ms. de Lima.

Former undersecretary Baraan was described as “trusted Usec of De Lima” and “in- charge as supervisor of Bucor.”
