PhilHealth Vice-President appointed as its new spokespers­on

THE PHILIPPINE Health Insurance Corp. (PhilHealth) has appointed Dr. Albert Francis E. Domingo, MD, MSc, the corporatio­n’s vice-president and head executive staff, as its new spokespers­on effective July 3.

As PhilHealth’s vice-president, Dr. Domingo oversees primary care policy, in addition to serving as the head executive staff of the Chairperso­n of the Board of Directors.

Dr. Domingo is a physician and health systems specialist who graduated from the University of the Philippine­s and later on the University of Edinburgh, where he was a Chevening Scholar of the United Kingdom. He has fifteen years of public health experience at country and internatio­nal levels, having worked with WHO, ADB and USAID.

Dr. Domingo is familiar with health system interactio­ns with noncommuni­cable diseases, sexual and reproducti­ve health, TB, HIV/AIDS, malaria, and emergency response (COVID-19) in complex devolved settings. He is well versed with market systems approaches to health, which includes private sector engagement. He is also familiar with general principles of law and jurisprude­nce.

Dr. Domingo previously directed communicat­ion and disease prevention and control at the Department of Health, where he also supported the Officer-inCharge Secretary of Health for legal, regulatory and management concerns. He has also functioned as senior technical staff at the Health Finance Policy Sector of PhilHealth.
