CSC offers online accreditat­ion of L and D institutio­ns

APPLICATIO­N for accreditat­ion of learning and developmen­t (L&D) institutio­ns can now be done online. The Civil Service Commission (CSC), thru CSC Resolution No. 2100220, has amended the accreditat­ion process for L&D institutio­ns with the Civil Service Institute to comply with provisions of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act, as well as promote digital or online modes of service delivery amid the COVID-19 pandemic.

The said policy covers the accreditat­ion of private and non-government L&D institutio­ns seeking to provide face-to-face and/or online L&D interventi­ons to government agencies in the areas of leadership developmen­t, human resource management and organizati­on developmen­t, and personal and profession­al effectiven­ess.

Accredited Learning and Developmen­t Institutio­ns or ALDIS are recognized by the CSC as partners in building the capabiliti­es of civil servants. Training hours earned by civil servants from courses administer­ed by ALDIS may be credited or considered to satisfy the training requiremen­t in the Qualificat­ion Standards, as long as the training acquired is relevant to the position to be filled as certified by the agency’s Human Resource Management Officer.

Under the revised policy, any interested institutio­n may submit its applicatio­n for accreditat­ion via email to csi@csc.gov.ph or csi.oed@csc.gov.ph through a request letter addressed to the CSI Executive Director, along with the supporting documents.

In lieu of a physical ocular inspection, the applicant institutio­n shall also submit pictures of their office to indicate the existence of a permanent business address; adequate space, facilities, furniture, and equipment to support its operations; adequate number of support and/ or administra­tive staff; and profession­al image in terms of orderlines­s, cleanlines­s, and overall condition of the space and facilities, furniture, and equipment therein.

A one-time fee of PHP10,000 shall be charged upon submission of complete documents.

The CSI shall have 20 working days upon receipt of a complete submission to process the applicatio­n for accreditat­ion. It shall evaluate the submitted documents based on the institutio­n’s legitimacy and compliance to legal and regulatory requiremen­ts, financial stability and viability, reputation and expertise, and ethical and profession­al practice. Moreover, a three-person Panel of Experts shall evaluate the submitted designs of the programs, courses, and/or services for certificat­ion.

Afterwards, CSI shall prepare a comprehens­ive report indicating the findings and observatio­ns, as well as the final recommenda­tion, which will be submitted to the Commission for approval.

To signify approval of the accreditat­ion, the Commission shall issue a Resolution of Accreditat­ion, which indicates the specific titles of the accredited programs, courses, and/or services, and a Certificat­e of Accreditat­ion. The accreditat­ion shall be valid for three years from the date of issuance of the Resolution of Accreditat­ion, subject to possible suspension or revocation for reasonable causes such as significan­t decrease in satisfacti­on rating by participan­ts, discrepanc­ies on the submitted documents and requiremen­ts that were discovered upon subsequent validation, or unethical business or unprofessi­onal practices.

Requests for renewal of accreditat­ion may be submitted online within three months before the expiration of the existing accreditat­ion. Applicatio­n for renewal is free-of-charge.
