Upholding workers’ rights through bilateral cooperation
OVER 50 years ago, the journey of Filipino workers to Saudi Arabia began, marking the start of a relationship built on shared growth and prosperity.
Today, with more than 700,000 Filipinos residing in Saudi Arabia, the ties between our nations have never been stronger or more productive. This deep connection is a testament to our countries’ continuous dialogue and cooperation, including in labor affairs. In July 2024, our two countries further signaled our commitment to collaboration and close engagement in the field of labor, through a bilateral meeting between the Kingdom of Saudi Arabia’s Minister of Human Resources and Social Development, His Excellency Ahmed Al Rajhi, and His Excellency Hans Cacdac of the Philippines’ Department of Migrant Workers.
At the national leadership level, the latest bilateral talks between HRH Prince Mohammed bin Salman, the Crown Prince of Saudi Arabia, and President Ferdinand R. Marcos Jr. underscore the strength of our partnership. This dialogue is not just ceremonial but a clear demonstration of our mutual commitment to addressing labor issues and enhancing the welfare of Filipino workers in the Kingdom. It exemplifies how concerted efforts and shared visions can substantially benefit both nations.
Last year, the Saudi-philippines roundtable meeting in Riyadh further highlighted our collaboration. The meeting, attended by highlevel officials, major companies, and representatives from both the private and governmental sectors, focused on enhancing bilateral relations. Strengthening cooperation in the labor sector and enabling the skilled Filipino workforce were key discussion points. The signing of a Memorandum of Understanding (MOU) during the roundtable meeting between the private sectors in the field of human resources marks another milestone. This MOU aims to provide a professional workforce that meets the needs of the Saudi labor market through global partnerships with the largest companies specialized in the sector.
While promoting opportunities, the Kingdom’s first priority is ensuring a safe and fair labor market that is free from the crimes of abuse and exploitation. Collaboration with our partners worldwide has paved the way for new initiatives such as the Wage Protection System ( WPS) and the Mudad Platform, spearheaded by Saudi Arabia’s Ministry for Human Resources and Social Development (MHRSD). These mechanisms ensure fair and transparent payment practices, reflecting our dedication to creating a safe and supportive environment for all workers. Moreover, introducing the Labor Reform Initiative (LRI) in 2021 marked a significant leap forward, promoting free mobility and improving contractual relationships, and solidifying the legal rights of millions of workers. The Kingdom has also ratified international instruments to align with international labor standards and improve and develop laws and procedures to enhance the protection of workers and employers. This includes the International Labor Organization Convention on Wage Protection and the Protocol of 2014 to the Forced Labor Convention No. 29.
Our commitment to the rights of overseas workers in the Kingdom is ongoing and unwavering. We continuously strive to uphold accountability and care for the workforce through constructive discussions and collaborative efforts with our Filipino counterparts. These initiatives serve as models for how bilateral partnerships can tackle complex labor issues, setting a precedent for future collaboration.
The successful implementation of these initiatives, involving various stakeholders, highlights the effectiveness of our collaborative efforts. We recognize the profound impact of financial security on workers and their families.
While significant progress has been made, our commitment extends far beyond the present. We are determined to continue this journey, ensuring that the rights and welfare of every worker are upheld.
This commitment to fairness and justice is at the heart of the special relationship between Saudi Arabia and the Philippines, showcasing the profound benefits of cooperation between nations.
By upholding workers’ rights and ensuring fair treatment for all, we are not only honoring our international obligations but also laying the groundwork for a more equitable and prosperous society in partnership with the Philippines, and countries all over the world.
