Baguio recognized ICT global competitive
EBOMS is an online and in-house developed system used by the city government
BAGUIO CITY — The city government was named Best in eGov Systems for Global Competitiveness (G2W) for developing world class information, communication, technology (ICT) systems that are at par with international standards.
Baguio qualified for the award after the City Budget Office under Budget Officer Leticia Clemente submitted the city’s entry on the existing Electronic Budget Operations and Monitoring System (eBOMS) earlier in August. The award is an affirmation that the city government is globally competitive, recognized and virtually accessible and interactive.
In the entry paper of Baguio, Assistant City Budget officer Severina de Leon explained eBOMS is an online and in-house developed system used by the city government, which focuses on the preparation of the City’s Annual Budget per Program, Project and Activity in accordance with the Local Budget Preparation Forms required by the Department of Budget and Management (DBM) and subsequent budget operations and monitoring of orders and transactions.
“The edge of eBOMS from other Budget Systems is its ability to provide a reasonable estimate of all procurable items proposed by all 29 national offices and local departments of the city for the Budget Year. This reduces the need for ballpark figures and overstated budgets in order to deliver the desirable public services, taking into consideration the time constraint for budget preparation,” De Leon noted.
The eBOMS also allows the generation of real-time reports as required by the Commission on Audit, DBM, Department of the Interior and Local Government (DILG) and other local executives for fiscal decision-making.
The city government has greatly benefited from the eBOMs on the responsiveness aspect on provision of budgetary services and for faster consolidation and tracking of the Project Procurement and Monitoring Plan and easier compliance to DBM deadlines with accurate data.
“Automation through the eBOMs greatly benefited the city government of Baguio by streamlining the process flow, reducing costs, and enhancing transparency in government transactions. Report generation is available on demand and not caught up in spreadsheet data manipulation,” he added.
The eGov awards is spearheaded by the National ICT Confederation of the Philippines in partnership with DILG in an aim to promote the effective and efficient utilization of ICT in the delivery of services and performance of duties and responsibilities by local government units.
