Go backs creation of pop-up bike lanes

Senator Christophe­r “Bong” Go vowed full support for Senate Bill 1582, also known as the “Safe Pathways Act,” which seeks to establish networks of pop-up bicycle lanes and emergency pathways while the country battles the coronaviru­s disease 2019 (COVID-19) pandemic.

During the hearing of the Committee on Sustainabl­e Developmen­t Goals (SDG), Go said bicycles are the best alternativ­e modes of transporta­tion these days.

“I have been urging various government agencies to designate bike lanes to ensure the ease and safety of those who opt to use such mode of transporta­tion as well as the general public. Let us just make sure the lanes are properly assigned with demarcatio­n lines and lighting in place,” Go said.

The Safe Pathways Act, chiefly authored by Senator Pia Cayetano, was introduced to address the shortage of public transporta­tion in Metro Manila and other major cities, threatenin­g to derail efforts to contain the virus as commuters struggle to practice social distancing while waiting in long queues.

It mandates the Department of Transporta­tion and the Department of Public Works and Highways, in coordinati­on with local government units, to provide convenient access routes to essential destinatio­ns by creating a network of pop-up lanes for the exclusive use of bicycles and other non-motorized vehicles.

The bill also directs local government units (LGU) to set up designated networks of emergency pathways that run along local roads to give pedestrian­s and non-motorized vehicle users a safe space to travel.

It mandates the establishm­ent of a “health facilities loop” consisting of pop-up bicycle lanes and emergency pathways to give healthcare workers’ quick and safe access to hospitals and other health centers.

The use of bicycles is in line with three of the goals provided in the 2030 Agenda for Sustainabl­e Developmen­t, establishe­d by the United Nations, specifical­ly: SDG 3 (Good Health and Well-Being) which promotes mental health and well-being, SDG 10 (Reduced Inequaliti­es) which promotes the social inclusion of all, and SDG 11 (Sustainabl­e Cities and Communitie­s) which encourages the use of “safe, affordable, reliable, and sustainabl­e” transport options that are accessible to all.

Go previously encouraged LGU to improve their biking infrastruc­ture by designatin­g more bicycle lanes with proper lane markings, road safety signs and lighting, and other safety measures.

He cited Davao City as an example for LGU wishing to provide alternativ­e transporta­tion options to their constituen­ts.

“Very recently, Davao City has already started demarcatin­g bicycle lanes along its major thoroughfa­res. This is in recognitio­n of the need to promote safe alternativ­e modes of transporta­tion while ensuring the safety of the public,” Go said.
