Inquiry sought on ‘shoot-to-kill’ remark
There have been, in the course of this pandemic, numerous other accounts of abusive local government officials enforcing quarantine rules
Senator Risa Hontiveros filed a resolution seeking a Senate inquiry on the “shoot to kill” remark of Rannie Ludovica, head of Quezon City Task Force Disiplina.
Hontiveros filed Senate Resolution 489 to look into the cases of “abusive conduct” of local government officials in enforcing the community quarantine.
She also sent a similar letter to the Office of the City Mayor where she asked that Ludovica be replaced as head of Task Force Disiplina.
In her resolution, the lawmaker cited Ludovica’s now-deleted Facebook post, threatening those who will violate the rules under the modified enhanced
community quarantine that they will be shot dead.
She also noted the previous incident where members of Task Force Disiplina were caught beating a fish vendor who was not wearing a mask. “There have been, in the course of this pandemic, numerous other accounts of abusive local government officials enforcing quarantine rules,” Hontiveros said in her resolution, noting the previous reports where quarantine violators where locked inside dog cages, kept under the heat of the midday sun, and forced to kiss each other and dance in a “lewd manner.” Hontiveros said this is a violation of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees and a Constitutional proscription against cruel and inhuman punishment. “The Filipino people are already suffering intensely from the health and economic impacts of this pandemic. Local government officials must act with even greater fealty to their obligations as public servants,” she said.
