MODIFIED GENERAL COMMUNITY QUARANTINE SA BUONG PILIPINAS…

Inihayag ng Department of the Interior and Local Government (DILG) nitong Sabado na suportado nila ang rekomendasyon na isailalim na sa modified general community quarantine (MGCQ) na siyang pinakamaluwag na restriction level upang maresolba rin umano ang mga “fragmented” travel regulations sa mga lokalidad.

Ayon sa DILG, mayroon na umanong “urgent need” upang i-streamline ang iba’t ibang travel measures na ipinatutupad ng local government units (LGU) upang mapigilan ang pagkalat ng coronavirus disease (COVID-19) dahil ang iba ay redundant na umano.

“The agency sees the urgent need to remove redundancy in domestic tourist travel requirements and impose less stringent requirements by managing the health risks through other means,” saad ng DILG.

Ayon naman kay DILG spokesperson at Undersecretary Jonathan Malaya, nalilito umano ang mga Pilipino sa mga travel regulations dahil may mga pagkakaiba ito sa bawat probinsya kung saan ang iba ay nagrerequire ng RT-PCR testing habang ang iba naman ay gumagamit ng antigen tests.

“Some even require a 14-day quarantine regardless of PCR result. We need the regulations to be streamlined and placing the countryunderoneclassificationwouldhelpin the on-going harmonization,” sabi ni Malaya.

“Placing the entire country under one quarantine classification would allow the DILG to harmonize the fragmented travel regulations across the country,” dagdag niya.

Kung matatandaan, inirekomenda ng Inter-Agency Task Force nitong linggo kay Pangulong Rodrigo Duterte na isailalim na ang buong Pilipinas sa MGCQ upang matulungang makabangon ang ekonomiya ng bansa.

Siyam sa 17 mayors sa National Capital Region ang pabor sa MGCQ sa Marso, subalit sinabi naman ng ilang mga eksperto na maaaring tumaas na naman ang kaso ng COVID-19 sa bansa kung mamadaliin ang pagpapatupad ng MGCQ.

Pero ayon kay Malaya, ang pagstreamline umano ng travel regulations ay hindi nangangahulugang hindi na ipatutupad ang mga istriktong health at safety protocols habang nagpapatuloy ang pandemya.

“We’re not saying that we will remove all travel restrictions and go back to where we came from. That’s impossible because COVID-19 is still here. We just need to streamline because we need [to revive our] economy and address the hunger, loss of jobs and economic opportunities that came as a result of the travel restrictions,” sabi ni Malaya.

Nag-organisa na ng isang technical working group ang DILG sa mga LGU para sa harmonization ng “local regulations for domestic travel as well as recommend best options to encourage domestic travel for leisure.”

Inaasahan na iaanunsyo ng Pangulo ang panibagong lockdown classifications para sa Marso ngayong Pebrero 22.
