LTO, DoTr quick to settle PMVIC issues

The Land Transportation Office (LTO) and the Department of Transportation (DoTr) on Thursday said they have immediately acted upon the concerns on the Private Motor Vehicle Inspection Centers (PMVIC), contrary to Senator Grace Poe’s claim on Wednesday.
DoTr Assistant Secretary Goddess Hope Libiran was quick to point out that the LTO immediately issued a memorandum to address the concern of making car inspections in PMVIC optional.
“What Senator Poe said is not true. In fact, right after the PMVIC press conference conducted by the DoTr and LTO on 11 February, Assistant Secretary Edgar Galvante of the LTO immediately issued a memorandum... stating that the testing of motor vehicles in PMVIC is no longer mandatory,” Libiran stressed.
“Further, as a result of the discussions of Secretary Tugade and PMVIC owners, the Memorandum likewise stated the reduced PMVIC testing fees to level it with that of PETC (Private Emission Testing Centers),” she added.
She said the memorandum was disseminated to all LTO Regional Directors, LTO Assistant Regional Directors and concerned personnel, which includes the provision that reinstates the capacity of LTO inspectors and authorized PETC to conduct motor vehicle inspections.
Under the issued memorandum, inspection fees for-hire vehicles, motorcycles and other covered vehicles now stand at P300, P500 and P600 respectively.
Still, the DoTr executive noted that the issued memorandum was also published at the University of the Philippines’ Law Center.
Senator Poe earlier called out the DoTr for not issuing a formal document to lower fees and not making the MVIC process optional.
