House lauds Speaker Velasco for leadership
As the House of Representatives adjourned the second regular session on Wednesday evening, House Majority Leader Martin Romualdez and Minority Leader Joseph “Caraps” Paduano pushed for the recognition of Speaker Lord Allan Velasco for his “competent, constructive and decisive” leadership.
The two top House leaders filed House Resolution 1838 to commend the Lower Chamber’s chief which was later adopted.
In their resolution, they lauded 42-year-old Velasco, that despite being the second youngest to become Speaker in the history of the Chamber, he had “set the pace for the country’s exponential development.”
“With his style of youthful, focused, consultative, and inclusive leadership, exuding a deep understanding of complex issues behind his humble and unassuming personality, shepherding his advocacies…. Speaker Lord Allan Jay Q. Velasco deserves utmost commendation, admiration and respect,” the resolution read.
Bills passed
Prior to the adoption of the resolution, the lawmakers passed pandemic-responsive measures such as the proposed Bayanihan to Arise as One Act or Bayanihan 3 under House Bill 9411, and the Resolution of Both Houses 2 (RBH 2).
In his speech, Velasco assured the public that he is “working closely” with the Executive branch, such as the Department of Finance, to enact the proposed third Bayanihan Law, which proposes a P401-billion “lifeline assistance” to pandemic-hit Filipinos. “This emergency lifeline measure is urgent and imperative for the simple reason that our people still need help. As such, our collective resolve to pass a third relief package for our kababayans is apparent,” Velasco said.
It also approved on second reading House Bill 9538, which seeks to extend the release, obligation, and disbursement of funds appropriated under Republic Act 11494 or the Bayanihan to Recover as One Act.
