After a series of news reports on the delayed delivery of the right-of-way acquisition for the CALAX Silang Interchange, the local government of Cavite revealed over the weekend that there were unlawful structures in the parcel of land critical for the toll road’s completion.
Responding to reporters’ query, Silang Mayor Kevin Anarna said Sunday that structures built by Uneco Land Corp. have no permit from their municipality.
Citing a report from the Office of the Local Building Official of the Municipality of Silang, Anarna said Uneco Land Corp. “has no record found on file regarding issuance of building permit, fencing permit and other permits issued by our office.”
“The structures are found illegal. They don’t get permits from us. So, in the first place, they should not be built there.
We already have issued notices to them for compliance, yet they still have failed to do so,” Anarna added.
Private land resists ROW
The undelivered ROW of about 450 meters of land, owned by a private corporation, is a critical portion of the fulfillment of the interchange.
The issue prevents construction works to progress — including the construction of drainage and bridge, excavation and roadway earthworks, and installation of fence and coco net.
About 40,000 motorists, from the current daily traffic of 33,000, will be served once the Silang (Aguinaldo) Interchange opens. The project is currently at 64 percent completion rate.
CALAX’s operational segment spans 14.24 kilometers with interchanges at Greenfield-Mamplasan, Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay, and Silang East. Other expressway interchanges — namely Open Canal, Governor’s Drive, and Kawit — are targeted to be finished by 2023.
