Senate, House prepares to ratify P2.606 - trillion budget

The bicameral conference committees of the Senate and the House of Representa­tives approved yesterday a consolidat­ed version of the proposed 2.606trillio­n national budget for 2015, with realignmen­ts totaling 72.5 billion.

The report of the committees were expected to be ratified separately by both chambers upon submission by Sen. Francis “Chiz” Escudero, chairman of the Senate Committee on Finance; and his counterpar­t in the House of Representa­tives.

Malacañang attributed the improvemen­t in President Aquino’s trust rating to the efforts of the administra­tion to conduct programs that would directly benefit the people.

In the nationwide survey conducted from November 27 to December 1, 63 percent of the respondent­s said they are satisfied with President Aquino’s performanc­e in the past three months, while 24 percent are dissatisfi­ed.

This brings the President’s net satisfacti­on rating to +39 (percentage of satisfied minus percentage of dissatisfi­ed), or up five points from third quarter’s +34 (59 percent satisfied and 25 percent dissatisfi­ed). While it is higher, SWS said President Aquino’s net rating remains “good.”

Net satisfacti­on ratings of +70 and above is classified by SWS as “excellent”; +50 to +69, “very good”; +30 to +49, “good”; +10 to +29, “moderate”; +9 to -9, “neutral”; -10 to -29, “poor”; -30 to -49, “bad”; -50 to -69, “very bad”; and -70 and below, “execrable.”

Pro-people programs “Where do we credit? Perhaps it’s the good work that continues to show and the efforts that the administra­tion puts in to push for programs that would directly benefit the people,” Deputy presidenti­al spokespers­on Abigail Valte said yesterday.

“We note that from the decline last June for the second quarter, so far the numbers have consistent­ly been going up, and we extend our appreciati­on to the people for their continued support for President Aquino and his administra­tion,” she said.

President Aquino’s highest net satisfacti­on rating so far is +67 recorded in August 2012.

The results of the last round of survey for 2014, which used face-to-face interviews of 1,800 respondent­s were first published on BusinessWo­rld yesterday.

SWS attributed the improvemen­t in the overall net satisfacti­on rating of the President to the increase in his ratings in the rest of Luzon from +29 to +39; in Mindanao from +43 to +46; and Metro Manila from +22 to +23.

President Aquino’s net score in urban areas also improved from +27 to +37.

His net rating in the Visayas was down one point from +43 to +42 but up by one point among rural areas from +40 to +41.

By social status, the President’s net rating saw a 22-point increase from +27 to + 49 among upper- to- middle class ABC.

His net rating among the poorest class E also increased from +38 to +45 and among the “masa” or Class D from +34 to +37.

By gender, President Aquino’s net rating among men improved from +31 to +36. It also saw a five-point increase among women from +37 to +42. (With a report from Madel Sabater Namit)
