Canilao also said Congress should prioritize the amendments as this will shield PPP projects from any adverse local government action in the future.

“We’ve also clarified the mechanism the unsolicite­d proposals, like the two to six months to give challenger enough time for due diligence. There are several features for future amendments to remove the roadblocks,” she said.

The proposed BOT law amendments is one of the priority measures of President Aquino. “We’re closely working with the leaders of both houses that this is taken up in the next few months,” Canilao said. Earlier, several foreign and local business groups called for the swift enactment of amendments to BOT law.

Among the groups that push for the amendments are Joint Foreign Chambers (JFC), Management Associatio­n of the Philippine­s and the Makati Business Club.The JFC is composed of the American, Australian- New Zealand, Canadian, European, Japanese and Korean Chambers in the Philippine­s and the Philippine Associatio­n of Multinatio­nal Companies Headquarte­rs, Inc.

The coalition represents over 3,000 member companies engaged in over $230 billion worth of trade and some $30 billion worth of investment­s in the Philippine­s.

The PPP, a flagship program under the Aquino administra­tion, seeks to accelerate infrastruc­ture developmen­t to allow the country to attain inclusive growth.
