Ex-Parañaque solon charged with graft
The Office of the Ombudsman has filed charges against former Parañaque City Representative Eduardo Zialcita in connection with the ghost implementation of an agricultural program in 2005 that cost 5 million.
The Ombudsman filed before the Sandiganbayan one count of violation Section 3(e) of Republic Act 3019 (Anti- Graft and Corrupt Practices Act), one count of malversation of public funds under Article 217 of the Revised Penal Code ( RPC), and one count of falsification of public documents under Article 171 of the RPC.
Apart from Zialcita, the Ombudsman also charged in all cases private individual Margie Luz, president of the Gabay- masa Development Foundation Inc. (GDFI).
On the other hand, those charged with graft and malversation of public funds include Department Agriculture (DA) Field Unit IV officials, namely, Director III Dennis Araullo, Regional Technical Gregorio Sangalang, and Regional Accountant Raymundo Braganza.
GDFI corporate secretary Ma. Cristina Viscarra and B.T. Mangrubang Enterprise proprietor Bernard Mangrubang were also charged with falsification of public documents.
The Ombudsman recommended that each of the accused post a bail bond of 30,000 for the graft case, 40,000 for the malversation of public funds case, and 24,000 for the falsification of public documents case.
