Ex-Parañaque solon charged with graft

The Office of the Ombudsman has filed charges against former Parañaque City Representa­tive Eduardo Zialcita in connection with the ghost implementa­tion of an agricultur­al program in 2005 that cost 5 million.

The Ombudsman filed before the Sandiganba­yan one count of violation Section 3(e) of Republic Act 3019 (Anti- Graft and Corrupt Practices Act), one count of malversati­on of public funds under Article 217 of the Revised Penal Code ( RPC), and one count of falsificat­ion of public documents under Article 171 of the RPC.

Apart from Zialcita, the Ombudsman also charged in all cases private individual Margie Luz, president of the Gabay- masa Developmen­t Foundation Inc. (GDFI).

On the other hand, those charged with graft and malversati­on of public funds include Department Agricultur­e (DA) Field Unit IV officials, namely, Director III Dennis Araullo, Regional Technical Gregorio Sangalang, and Regional Accountant Raymundo Braganza.

GDFI corporate secretary Ma. Cristina Viscarra and B.T. Mangrubang Enterprise proprietor Bernard Mangrubang were also charged with falsificat­ion of public documents.

The Ombudsman recommende­d that each of the accused post a bail bond of 30,000 for the graft case, 40,000 for the malversati­on of public funds case, and 24,000 for the falsificat­ion of public documents case.
