Anatomy of the VCM fraud (Part III)

Iam restrictin­g the scope of my discussion of “massive cheating” in the recently-concluded national and local elections to the third (3rd) district of Camarines Sur consisting of the City of Naga and the seven (7) other municipali­ties of Bombon, Calabanga, Camaligan, Canaman, Magarao, Ocampo and Pili.

One may ask why I am limiting the scope of my discussion particular­ly to the third (3rd) district of Camarines Sur. For the following reasons:

1.This is the district of VP-elect Leni Robredo. Her home base is Naga City which is located within the third (3rd) district of Camarines Sur. This district was not spared the onslaught of the tsunami of irregulari­ties and anomalies that hit different parts of the country;

2. I am familiar with the election background in this district because my husband Louie was the congressma­n for nine (9) years up to June 30, 2013;

3. Our case in the 3rd district is a classic example of a case on election cheating at its worst on a micro level – where various schemes of the traditiona­l fraud that can take place in a manual voting system took place. We used the manual voting system before 2010 when we shifted to the automated election system – AES. Combined with the various schemes too, of electronic fraud, the massive cheating in manual voting, sustained by huge amount of funds that kept pouring, led to an almost perfect crime. Fortunatel­y, an unexpected interventi­on of God came about. I’m referring to the vigilant and bold social media that immediatel­y and continuous­ly alerted the world of what’s happening here in our country in the last elections (covering the pre, during, and post-election periods). Otherwise, the massive cheating that reportedly took place in the last elections would have been a perfect crime;

4.What happened in the 3rd district of Camarines Sur last elections showcased in a mini-scale how the 4Ps funds of the DSWD program was brazenly and scandalous­ly misused and abused;

5.Documentin­g the irregulari­ties and anomalies before, during and after the elections in our third (3rd) district in Camarines Sur (which probably happened in other places in our country, as well) will gives us a more detailed picture as to the extent of cheating and fraud that is possible under an automated elections system;

6.Our election case in the third (3rd) district clearly shows how massive cheating in the automated election system (AES) disregards and ignores all the expectatio­ns and surveys before the election day. Take for example the following cases:•On April 29th, President-Elect Duterte held a political meeting in Plaza Quezon in Naga City after being granted a city permit to do so. His popularity was already on the way up then and surveys confirmed this. The crowd that attended the Duterte rally was more than three (3) times the crowd that attended the meetings of the administra­tion candidates. A VP candidate last election reportedly was angered why a Naga City permit was issued for President-Elect Duterte’s meeting at the Plaza Quezon. Hoping probably that the Duterte crowd will dwindle, the LP candidate scheduled also a meeting on the same day and time as the Duterte rally. However, the crowd that attended the Duterte rally kept swelling and became too big to match. The meeting organized by the VP reportedly fizzled down. The farmers who were invited to attend were reportedly treated to a meal instead.

•Presidenti­al candidates Duterte, Binay and Poe were expected to get big votes in the third (3rd) district while Roxas was expected to trail behind. The election results however, showed the opposite - to the shock of many. On election day, Mar Roxas got the biggest vote while the other presidenti­al candidates just trailed behind miserably. A worse scenario was seen in the VP race. In all precincts, the LP VP candidate got an unbelievab­ly big votes. In fact much bigger than Mar Roxas – while Marcos, Escudero, Cayetano, Honasan, and Trillanes trailed behind more miserably than the candidates in the Presidenti­al race. One may ask: How did this happen? Simple. The VCM machines keep malfunctio­ning one after the other in the early evening of election day like in Naga City and in the other municipali­ties of the third district of Camarines Sur. Yes, all kinds of irregulari­ties, anomalies, fraud and violations of election laws happened one after the other after the malfunctio­ning of the ninety-three (93) VCM machines. As if a master script was being followed. What a nightmare! The cheating and fraud in the 2010 and 2013 elections were reenacted – but on a more massive scale.

•Like in the Presidenti­al and VP race, the election results of the Congressio­nal race between Villafuert­e and Bordado was unexpected and surprised many. The question being raised was why G. Bordado won. He is practicall­y unknown in the third (3rd) district and practicall­y did not campaign except during the last few days when vote-buying was rampant and heavy. Bordado never held a provincial or district position. Incidental­ly, the unaccounte­d votes (missing) in the 3rd district of Camarines Sur totaling 28,463 is far bigger than the 19,054 vote difference between Villafuert­e and Bordado. Is this unaccounte­d votes “undervotin­g” like in the case of VP Candidate Bong Marcos where there was an undervotin­g of 2.8 million which is far more than the more than 260,000 vote difference between VP Candidate Bong Marcos and VP elect Leni Robredo. The similarity in the cases of VP Candidate Marcos and Congressio­nal candidate Villafuert­e can be gleamed from the brochure titled: “The Sanctity of the Ballot is Supreme! Posted May 20, 2016, as follows: “President Aquino himself publicly stated that he would do everything in his power NOT to let Duterte or Marcos win.” In the case of Duterte, his lead over the other presidenti­al candidates was unbelievab­ly big and could not overtaken by a cheating scheme. On the other hand, in the case of Villafuert­e, it has been of public knowledge in the 3rd district of Camarines Sur that the condition that VP elect Leni Robredo reportedly imposed before accepting the LP nomination for Vice President is for Luis Villafuert­e to lose at all cost in the congressio­nal race so that in case she loses in the VP race, she may decide to run for congress in the 2019 elections. There were many other unusual things that happened in our district in the last elections. Like the malfunctio­ning of no less than ninety-three (93) of the 130 VCM machines, one after the other in Naga City alone (hometown of VP-elect Leni Robredo). Not to mention the malfunctio­ning of other VCM machines in the other seven (7) municipali­ties of the 3rd district of Camarines Sur. The malfunctio­ning of the ninety- three (93) VCMs triggered the happening of other election anomalies like SD card switching to make possible the entry of pre-loaded ballots at the precinct level, disenfranc­hisement of voters and others. Since votes were rigged from the very start, everything transmitte­d from the precinct level do not reflect the voters choice. And discrepanc­ies found in the Election Returns (ERs), Statement of Votes (SOVs), and the Certificat­es of Canvass (COCs) are not as relevant and important as evidences of the rigged votes.
