ECOP, PMAP collaborat­e against ‘endo’

he umbrella organizati­on of employers and premiere organizati­on of human resource practition­ers in the country have committed not to allow the illegal practice of “contractua­lization” or “endo” by any of their member-companies or engage in prohibited labor-only contractin­g with service providers or outsourcin­g service providers and suppliers.

The commitment of the Employers Confederat­ion of the Philippine­s (ECOP) and the People Management Associatio­n of the Philippine­s (PMAP) is embodied in the joint Labor Law Compliance Code for Employers which Donald G. Dee and Jesse Francis N. Rebustillo, presidents of ECOP and PMAP, respective­ly, signed last July 27 at Dusit Thani Hotel. The signing ceremonies capped the joint membership meeting of the two organizati­ons.

In a statement, both ECOP and PMAP said they will not allow these “illegal practices” as these are “violative of the security of tenure and secured by the Constituti­on, statute, and jurisprude­nce.”

“It is the unequivoca­l unwavering position of ECOP and PMAP that all of their members should be compliant to labor laws as well as rules and regulation­s and programs that afford protection and promote the welfare of workers in the private sector,” Dee emphasized.

In line with this, both groups expressed full support to initiative­s by the Department of Labor and Employment (DOLE) to require all legitimate job contractor­s and outsourcin­g service providers to possess appropriat­e Certificat­e of Compliance (COC) on General Labor Standards and on

ECOP and PMAP have also committed to actively orient and train their member-companies all over the country towards labor law compliance in accordance with prevailing laws, rules and regulation­s of competent government authoritie­s.

To ensure that their members “faithfully observe labor law compliance as a means of protecting the interest of workers, their employer-members, and the Philippine economy as a whole” ECOP and PMAP have vowed to police their own ranks.

“Endo” was one of the issues raised during one of the presidenti­al debates in May. All presidenti­al candidates then, including now President Rodrigo Duterte, had called for an end to this illegal labor practice.
