Unisys bags 11.6-B civil registry PPP

The Philippine Statistics Authority (PSA) has awarded the R1.59 billion Civil Registry System - Informatio­n Technology Project Phase II to the sole bidder, Unisys Public Sector Services Corporatio­n (Uniysys).

After reviewing and evaluating bidding documents and conducting negotiatio­ns under the Build-OperateTra­nsfer (BOT) Law, the government found the corporatio­n compliant with all the technical and financial proposal requiremen­ts of the Public-Private Partnershi­p (PPP) project.

Previously, the state pre-qualified three bidders - Morpho-Filmetrics­Frey Consortium, Unisys Public Sector Services Corporatio­n and PNJ Partnershi­p Consortium. However, only Unisys submitted a bid for the project on June 10, this year.

Unisys is now tasked to finance, design, develop, operate and maintain the CRS-ITP2. As the private partner, it will upgrade the current service levels of the PSA in providing the various civil registry documents: birth, marriage, death and no marriage certificat­es.

Additional forty CRS outlets will be establishe­d around the country once the project is completed.

Todate, the PSA has 40 CRS outlets nationwide.

A new building to house the servers of the informatio­n technology system will also be constructe­d. It is estimated to take two years to complete.

Unisys has twenty calendar days from the receipt of the notice of award NOA last Friday, (September 9), to submit the required documents in the Instructio­ns to Bidders (ITB) for the signing of the concession agreement.
