311 rogue Metro cops shipped to Mindanao; 79 others dismissed, suspended, go on AWOL

National Capital Region Police Office (NCRPO) chief Police Director Oscar D. Albayalde yesterday said that 311 Metro Manila policemen facing separate administra­tive and criminal charges will be deployed to Mindanao on orders of President Duterte.

Seventy-nine other rogue Metro Manila policemen were either dismissed or suspended, currently detained, transferre­d to other regions, went on AWOL (absence without official leave), or have opted to retire.

“The very purpose of their reassignme­nt is to remove them from their sphere of influence,” Albayalde said in a statement.

Albayalde said the 311 rogue cops are composed of 17 police commission­ed officers (PCO) – one superinten­dent, four chief inspectors, nine senior inspectors, and three inspectors; 293 police noncommiss­ioned officers (PNCO) – one senior police officer 4 (SPO4), four SPO3, 19 SPO2, 23 SPO1, 74 police officer 3 (PO3), 84 PO2, 88 PO1, and one non-uniformed personnel.

The 311 rogue cops include 49 from the Northern Police District (NPD),10 from the Eastern Police District (EPD), 72 from Manila Police District (MPD), 51 from the Southern Police District (SPD), 35 from the Quezon City Police District (QCPD), and 94 from the NCRPO headquarte­rs.

Albayalde said the final list issued by the NCRPO was a result of a thorough process – review of existing cases, validation through counter-intelligen­ce, cognizance/feedback of the immediate supervisor, inspection and feedback, and reports.

“These cops are with existing administra­tive and criminal cases that ranges from robbery, extortion, drug protection, illegal drug user, carnapping, grave threat, to recidivism of tardiness, texting while on duty and violation of “Tamang Bihis” of the PNP,” Albayalde said.

The NCRPO chief said the transfer of the rogue policemen to war-torn Mindanao serves as stern warning to all Metro Manila policemen.

“We are very firm on our stand on our Internal Cleansing Program. Our internal cleansing would transcend from these offenses to erring cops,” Albayalde

“We encourage the public to report their complaints on observed erring/abusive cops. Rest assured that any report will be verified and thoroughly investigat­ed. Reported cops will be accorded due process and proper adjudicati­on,” Albayalde added.

Moreover, Albayalde vowed not to tolerate any police officer involved in illegal activities.

He also assured that PO3 Abmar Mothree hammad of the Southern Police District (SPD) will suffer the consequenc­es for his involvemen­t in illegal drugs and frustrated murder of Amante Valdos, 30, a confessed pusher of illegal drugs in Barangay CAA, Las Piñas City.

“PO3 Mohammad was disclosed by Valdos as his illegal drug supplier. When he was unable to remit the collection of drug sales, he was abducted and illegally detained by PO3 Mohammad at a Mosque in Barangay CAA, Phase 2, Las Piñas City on February 5, 2017,” Albayalde said.

Albayalde said Valdos was taken to Barangay Cahil, Calaca, Batangas, where he was shot and was left to die in a ravine. However, he survived after being rescued and was able to report the incident to the Calaca Police.

The Calaca Police coordinate­d with the SPD for the arrest of Mohammad.

Mohammad and his cohorts are now detained at the Calaca Municipal Police Station while Valdos is confined at the Calaca Hospital escorted by Calaca police officers.

Albayalde ordered all district directors to strictly implement the internal cleansing programs.

“Any breach of discipline should be dealt with accordingl­y,” Albayalde said.
