Who is more corrupt the tax examiners of the Bureau of Internal Revenue (BIR) or the taxpayers?

Quezon City Revenue Regional Director Marina de Guzman asked the pointed question when she addressed the launching rites of the region’s 2017 tax campaign to raise 1150 billion at the University of the Philippines (UP) in Quezon City.
