PNP official ordered arrested over Korean’s kidnap-slay

APampanga court has issued an arrest warrant against a police colonel tagged as one of the brains of the kidnap-slay of South Korean executive Jee Ick-Joo.

Supt. Rafael Dumlao was immediately secured by the operatives of the Anti-Kidnapping Group (AKG) after the issuance of the arrest warrant for kidnapping and serious illegal detention, a non-bailable offense.

Dumlao has been under restrictive custody at Camp Crame after his name cropped up in the killing of Jee, who was strangled right inside Camp Crame October last year.

Senior Supt. Glenn Dumlao, AKG director, said Dumlao (no relation between the two police officials) was immediately taken to the Angeles City court as part of the judicial process for return of warrant, but was allowed to be detained at the PNP Custodial Center in Camp Crame.

“The presiding judge approved the motion filed by the accused (Supt. Dumlao), through his lawyer, and ordered accused be committed to the PNP Custodial Center,” Senior Supt. Dumlao said in an interview with the Manila Bulletin.

“At 5:20 p.m. (Wednesday), we already turned him over to the PNP Custodial Center,” the AKG chief said.

An Angeles City court is handling the case since Jee was abducted inside his house in the city by armed men who identified themselves as policemen and members of the National Bureau of Investigation (NBI).

Jee was arrested under the guise of an anti-drugs operation and taken to Camp Crame, where he was killed allegedly by members of the Anti-Illegal Drugs Group (AIDG) – the PNP unit which was disbanded as a result of the Jee case.

Prosecutors have been pushing for the detention of Supt. Dumlao in Pampanga but the recent court decision paved the way for him to be returned to Camp Crame.

Aside from Supt. Dumlao, also accused of kidnapping and serious illegal detention were SPO3 Ricky Sta. Isabel, SPO4 Roy Villegas, Jerry Omlang and several others.
