‘Quality education assured with SC ruling on K to 12’

The Department of Education (DepEd) expressed confidence that the decision of the Supreme Court (SC) affirming the constituti­onality of the K to 12 program will lead to the fullfilmen­t of the basic education objectives and social developmen­t goals.

The high court unanimousl­y declared the K to 12 basic education program as constituti­onal, dismissing the petition filed by various schools, teachers, professors and legislator­s questionin­g the constituti­onality of Republic Act 10533 or the Enhanced Basic Education Act of 2013 signed by former President Benigno C. Aquino III.

Education Secretary Leonor Magtolis Briones expressed high hopes for the future of the country’s biggest education reform.

“The Supreme Court ruling empowers us to better deliver quality, accessible, relevant, and liberating basic education to the Filipino learners whom we are sworn to serve,” Briones said.

“We shall continue amplifying our efforts to produce 21st century graduates equipped with the core values and lifelong competenci­es they need to contribute to societal developmen­t and nation-building — the very goal of the K to 12 program,” she added.

The 94-page ruling signed by Associate Justice Alfredo Benjamin Caguioa dated on October 9, ruled that the law was “duly enacted,” as “it adequately provides the legislativ­e policy that it seeks to implement.”

The court also declared constituti­onal the law’s related issuances including RA 10157 or the Kindergart­en Education Act, and DepEd Order (DO) No. 31 series of 2012 entitled “Policy Guidelines on the Implementa­tion of Grades 1 to 10 of the K to 12 Basic Education Curriculum”.

Briones likewise acknowledg­ed the efforts of her predecesso­r, Bro. Armin Luistro who was at the helm of DepEd when the law was enacted.

“His administra­tion’s determinat­ion and unwavering commitment built a strong foundation for the full implementa­tion of this reform, especially the two additional years of Senior High School (SHS) which provide graduates with four exits and life options,” Briones added, referring to employment, entreprene­urship, higher education, and middle-level skills developmen­t.
