The President, together with his defense, finance, economic and other key Cabinet officials, will be in Russia Oct. 1-5.

Reaching out to his “idol” Putin for the second time while strengthening ties with China at the same time.

“While it is true that we value our long-standing partners, we must also be open to engage new ones,” Duterte said in his Manila departure statement.

DU30 pursues a more open and expanded diplomatic thrusts for PH.

“For the longest time, we have placed key nations at the margins of our foreign policy, failing to fully explore the potentials of mutually beneficial cooperation,” he added.

Time to have more friends and explore more opportunities, he says.

Malacañang said Duterte will meet with Russian Prime Minister Dmitry Medvedev and likewise hold talks with Putin.

Target: Expanding cooperation in security and defense, and against terrorism, extremism and cross-border crimes.

* * * Defense Secretary Delfin Lorenzana said talks with Russian officials would focus on defense equipment such as assault and transport helicopters, drones, tanks and warships.

PH to tap Russia for its military modernization program.

The PH President earlier denounced 18 countries led by Iceland asking the Unite Nations to look into human rights conditions in the Philippines amid his “bloody” crackdown on illegal drugs.

Majority of Pinoys support it based on recent surveys, he said.

* * * Meanwhile, Filipinos await the President’s action on the disclosure of Baguio City Mayor Benjamin Magalong, former Criminal Investigation and Detention Group (CIDG) director, that 13 police officers allegedly recycled illegal drugs.

The Punisher expected to act soon on “ninja cops.”

Magalong told the Senate’s Blue Ribbon and Justice Committees that his example of so-called “ninja coprs” are members of the Pampanga Provincial Police Office who got involved in a drug-recycling scheme in 2013 and 2014.

“Ninja cops” stoned with “AgawBato” allegations.

* * * Philippine National Police chief Oscar Albayalde, however, dismissed Magalong’s testimony as baseless and “stale.”

Possibly a dirty ploy to destroy the war on drugs, mar his forthcoming retirement and his preferred replacement, he claimed.

* * *

Magalong alleged that the 13 members of the Provincial Anti-Illegal Drugs Special Operation Task Force launched a buy-bust operation on Nov. 29, 2013 in Woodbridge Subdivision, Lakeshore View, Pampanga, led by Supt. Rodney Raymundo Baloyo IV, and seized some 200 kilograms of shabu but only 38 kilograms were reported.

Where did the 162 kilograms, estimated to be worth 1648 million, go? Magalong asked. * * *

“He (Magalong) was the chief of the CIDG and later became the director for investigation. He had all the chance, the time, the power and the authority to monitor and supervise [the case],” Agbayalde retorted

* * * Sen. Christopher Lawrence “Bong” Go said President Duterte might personally act or ask the Department of the Interior and Local Government (DILG) to get to the bottom of the ninja cop issue.

Yes to DU30’s final action on “ninja cops.”
