Mayor Isko vows to end ‘endo’ in Manila City Hall

Manila Mayor Francisco “Isko Moreno” Domagoso vowed to end the practice of short-time employment or contractualization in the nation’s capital on Monday.

Domagoso said he would want to make Manila “the number one implementor of the government’s campaign to finish endo.”

At least 500 city hall employees have already been promoted since he assumed his post in June, he said.

“’Pag pinipirmahan ko appointment, di ako nagkakaroon ng kwentada sa kaisipan. Sa loob ng limang buwan, naging polisiya ko nang bigyang prayoridad ang mga JO (Job Order) na maging permanent. Halos inaabot ako ng madaling araw sa pagpirma (When I sign their appointments, I no longer need to mentally keep count. After five months, it has been my policy to prioritize JOs for regularization. It took me until the wee hours of the morning to sign those papers),” Domagoso said.

He said that it had been the city government’s policy to give priority to job order personnel so that they can become permanent employees.

The Mayor also said that there was a JO personnel who had been serving in the nation’s capital for 27 years.

“Ibig sabihin, 54 times na siyang nagpapapirma ng papel. Ganun din, 54 times na siyang nangamba (That means, he has been having his papers signed 54 times. In the same manner, he has been fearful for his job 54 times) Imagine that kind of life, that kind of emotion,” he said.

Domagoso assured the city employees that he will be fair in the manner of promotion, citing length of service and qualification as the top considerations.
