Acuzar says EO 34 bolsters 4Ps program

THE Department of Human Settlement­s and Urban Developmen­t (DHSUD) on Wednesday said the nationwide implementa­tion of President Ferdinand Marcos Jr.’s Pambansang Pabahay para sa Pilipino Program (4PH) got another boost with the promulgati­on of the implementi­ng rules and regulation­s of Executive Order 34.

“Now that we have given details to EO 34, together with the other agencies responsibl­e for it, we can better ensure the smooth running of national housing,” Secretary Jose Rizalino Acuzar said.

“This is a big thing for the success of the national housing and for our countrymen who continue to dream of owning a decent and affordable home,” he added.

The order declared 4PH as a flagship program and called for the inventory of government idle lands appropriat­e for housing, while its IRRs had been released on April 29 and duly signed by Acuzar, Environmen­t and Natural Resources Secretary Maria Antonia Loyzaga, Interior and Local Government Secretary Benjamin Abalos Jr. and Land Registrati­on Authority administra­tor Gerardo Sirios.

Under the IRRs, the roles and responsibi­lities of these agencies were defined with the DHSUD heading the requiremen­t and collection of the detailed inventory of all available and suitable lands for housing and human settlement­s from national government agencies, government­owned and -controlled corporatio­ns and local government units.

EO 34 was described as a pro-poor measure that could spell the difference in finally addressing homelessne­ss in the country as it empowered the DHSUD’s rollout of the Pambansang Pabahay.

Acuzar expressed gratitude to the Chief Executive for the order which he said has a direct positive impact to common Filipinos, particular­ly the informal settler families, who are priority beneficiar­ies of the 4PH.
