Since protocol has been established in such incident that disallowed members of the media to act as negotiators, Tiangco and Militar told Yarcia that they could not produce the TV reporters he was asking for.
But he was later persuaded to see at least three of his friends who were already outside the campus after learning about the suspect holding a school employee hostage.
According to Tiangco, they did not find any difficulty to get Yarcia as he was seen even taking the victim away from him as he saw his friends approaching him before he seated calmly as he waited for the arresting lawmen.
In a brief talk with the suspect before he was brought to the police headquarters, Tiangco learned that the suspect had been planning to carry out what he did because he wanted to air his grievances against a school in Caloocan where he is currently enrolled.
It was not immediately known which school in Caloocan though some close to the suspect said it was the University of Caloocan City (UCC).
“So it turned out, the suspect only used his former school to air his grievances against the school outside Navotas where he is currently enrolled,” Tiangco said.
Spotted at the compound of the campus was Supt. Orlando Yebra, one of the negotiators in the Manila hostage crisis on August 2010. However, it was not clear what role Yebra played in the crisis management team.
