Outstanding Civil Service officers and workers
WE join the nation in congratulating the Civil Service Commission’s 2012 Oustanding Public Officials and Employees and remember with thanks the outstanding state workers honored in past years.
Yesterday, President Benigno Aquino 3rd honored this year’s exemplary state workers in Malacañang.
He conferred the Presidential Lingkod Bayan, Dangal ng Bayan and Pagasa Awards to these civil servants whose performance, dedication, moral lifestyle and other virtues, as in previous years, were considered by committees the Civil Service Commission formed with outstanding civic leaders and government officials.
Commendably, the committee posthumously awarded the late DILG Secretary Jesse M. Robredo a Presidential Lingkod Bayan award. The others who got this award in the individual category were Governor Vilma Santos-Recto of Batangas; Mayor Oscar Rodriguez of San Fernando City, Pampanga; retired Police Chief Superintendent Arturo G. Cacdac, Police Deputy Director General; B/Gen. Romeo T. Tanalgo, Chief of the AFP Command Center; Mayor Jose Enrique Garcia III of Balanga Bataan; and Mayor Cesar C. Carolina Sr. of Maragusan, Compostela Valley.
Two received the Presidential Award in the Group Category: The Philippine Overseas Labor Office in Libya with three employees and the Philippine Remit System (with its 10 employees) under the Bangko Sentral ng Pilipinas.
The CSC’s Pagasa Awards are given to career civil servants and officials who are similarly virtuous and have shown in their work that there is Hope— Pagasa—that we Filipinos can really shine as an outstanding people.
The winners in the Pagasa Individual Category this year are: 1. Maribel M. Blanco, Chief Administrative Officer, Department of Social Welfare and Development Field Office No. III, City of San Fernando, Pampanga. 2.Claire D. Caberoy, Pharmacist I, Provincial Government of Capiz, Roxas City. 3. Cesar C. Colina Sr., Municipal Mayor of Maragusan, Compostela Valley Province. 4. Marilou G. Dungog, Public Relations Officer II, Subic Bay Metropolitan Authority, Subic Bay Freeport Zone.
5. Catalino M. Leyva, Brgy. Chairman of Dalig, Antipolo City. 6. Josephine B. Salazar, Division Manager A/Acting Operations Manager, National Irrigation Administration, Nueva Ecija. 7. Dominador M. Sayle, Public Employment Service Office Manager, City Government of San Fernando, Pampanga.
There are four Pagasa Awardees in the Group Category. These are: the Balanga City Agriculture Office (with six members), City Government of Balanga, Poblacion, Balanga City, Bataan; the Office of the City Assessor-Antipolo (10 Members), City Government of Antipolo, , Antipolo City; the Orani Water District Operation and Management Excellence Team (3 members), Centro Uno, Orani, Bataan; and the Provincial Health OfficeCapiz (10 members), Provincial Government of Capiz, Roxas City.
The Dangal ng Bayan Awardees are: 1. JOCELYN Z. CARIÑO, Master Teacher I, Urdaneta City Schools Division, Department of Education, Urdaneta City, Pangasinan. 2. MELANIA B. DIRAIN (Posthumous), Ecosystems Management Specialist II, Community Management and Natural Resources Office, Department of Environment and Natural Resources, Peñablanca, Cagayan.
3. CRISOSTOMO A. IBARRA. Administrative Aide I, City Social Welfare and Development Office, City Government of Antipolo, Antipolo City. 4. EDITHA L. MAGALLANES, University President, Capiz State University, Roxas City, Capiz. 5.HAYDEE P. PASUELO, State Auditor IV, Commission on Audit, Regional Office VI, Pavia, Iloilo. 6. WELTHY E. VILLANUEVA, Medical Officer III, Roxas Medicare Hospital, Roxas, Palawan
The Civil Service Commission (CSC) administers the annual Honors Awards program (HAP) that recognizes rewards and recognizes public officials and employees for their outstanding performance and contributions to good governance and for consistently behaving ethically.
The program’s main objective is to motivate and inspire state workers to strive for excellence and greater heights of service by highlighting the good example of the annual awardees.
The awarding ceremony for the 2012 Outstanding Public Officials and Employees is one of the major events in the observance of the 112th anniversary of the Philippine Civil Service.
We congratulate CSC Chairman Francisco Duque III, who has continued the good work of his predecessors Ricardo Saludo (now a Manila Times columnist) and Mrs. Karina Constantino-David.
