BAYOMBONG, Nueva Viz­caya: The provin­cial gov­ern­ment ap­proved the Plas­tic Reg­u­la­tion Or­di­nance of Nueva Viz­caya to re­duce the use of plas­tic in the prov­ince in sup­port of the Solid Waste Man­age­ment Pro­gram (SWMP). Gov. Car­los Padilla said ap­proval of the plas­tics or­di­nance is aimed to lessen plas­tics pol­lu­tion and pro­mote en­vi­ron­men­tal pro­tec­tion for the ben­e­fit of pub­lic health and safety. Other than biodegrad­able, the or­di­nance cov­ers all types of plas­tics that end up as resid­ual waste. Padilla said the plas­tics or­di­nance does not cover those that have eco­nomic value through re­source re­cov­ery and which can be re-used and re­cy­cled. These in­clude those that form part of a prod­uct such as semi- con­duc­tors and elec­tronic prod­ucts, ex­cept as con­tainer or pack­ag­ing ma­te­rial. A fine of P1,000 up to P5,000 plus im­pris­on­ment of not more than six months for in­di­vid­u­als, and pos­si­ble can­cel­la­tion of busi­ness li­cense or an in­sti­tu­tion to op­er­ate for one year, will be im­posed against vi­o­la­tors. Un­der the or­di­nance, those who will be found lit­ter­ing, il­le­gally dump­ing and dis­pos­ing of plas­tic wastes and other garbage will also be pe­nal­ized with a fine or im­pris­on­ment or both.
