Baguio to boost villages’ governance
The city government here under Mayor Benjamin Magalong has recently created the Baguio City Capacity Development (CapDev) Team for villages in its bid to maintain an efficient and effective public service at the grassroots level.
Under Magalong’s Executive Order 36, the CapDev would involve all of the city’s 128 barangay (villages) in a dynamic process of acquiring, enhancing and sustaining skills, knowledge and resources needed by individuals, groups and communities.
The Summer Capital’s 128 villages have undergone assessment to evaluate its overall performance in line with the implementation of the 2023 Seal of Good Local Governance for Barangay, with the evaluation period covering the calendar year 2022.
The team is tasked to formulate the CapDev agenda and provide interaction to strengthen barangay governance.
The order designates Benjamin Macadangdang of the City Mayor’s Office (CMO) as CapDev team leader with Department of the Interior and Local Government -Baguio Field Office Director Millicent Carino as co-team leader.
Members are Councilor Rocky Aliping, Liga ng mga Barangay president; Councilor John Rhey Mananeng, Sangguniang Kabataan president; Col. Francis Bulwayan, Baguio City Police Office Dir.; Allan Abayao, CMOBusiness Permits and Licensing Office; Aileen Refuerzo, CMOPublic Information Office; Michelle Agbuya, CMO-Special Services Division; Charles Carame, City Disaster Risk Reduction Management Office (CDRRMO); Louie Glenn Lardizabal, CDRRMO; Honorio Yamoyam of the City Administrator’s Office-Administrative Division (Cadmo) and Aloysius Mapalo, CadmoTourism Office.
Also included in the Team are Gaudencio Gonzales, CadmoSports office; Rolando Bautista, City Planning, Development and Sustainability Office; Mary Grace Palicdon, City Budget Office; Marivic Empizo, City Environment Parks Management Office (Cepmo); Sandra Almag, Cepmo; Samuel Salvador, City Buildings and Architecture Office; Richard Lardizabal, City Engineering Office; Sonia Insas, Health Services Office; Maria Guadalupe Della, General Services Office; Ellen Dayag, City Social Welfare and Development Office; and Lucia Bernadette Lamong of the City Veterinary and Agriculture Office.
