PCSO PERYAHAN NG BAYAN CONTRACT HAS EXPIRED
On 02 April 2014, PCSO executed a Deed of Authority (DOA) in favor of Globaltech Mobile Online Corporation (Globaltech) to operate Peryahan ng Bayan on an experimental test run basis. However, the DOA was not renewed by PCSO and said contract expired on 31 March 2016. In the decision by the Court of Appeals dated January 14, 2019, both petitions filed by PCSO and Globaltech were dismissed and both parties were directed to submit their issues before arbitration pursuant to the Arbitration Clause of the expired DOA. The Peryahan ng Bayan involves the conduct of Peryahan games namely, “HulogHolen”, “Throw Coins”, and Gulong ng Swertres” by PCSO representatives. Prior to the expiration of the DOA, the Peryahan ng Bayan was conducted in Quezon City, Pangasinan, Oriental Mindoro, Marinduque, Palawan, Rizal, Catanduanes, Negros Occidental, Cebu, Bohol, Agusan del Norte, Davao del Sur, Misamis Oriental, South Cotabato and Zambonga del Sur. More than two years after the expiration of the DOA, Globaltech continues to operate Peryahan ng Bayan without the knowledge, supervision and control of PCSO. It has not remitted any single centavo on its continued operation and has deprived the government and those seeking assistance from PCSO the funds to be used for medical, health-related and charity services. PCSO will continue to obey and follow the directive of the President to initiate and assist law enforcement agencies to arrest and prosecute persons and entities engaged in illegal gambling activities pursuant to Executive Order No. 13, Series 2017 and Republic Act No. 9287 (An Act Increasing the Penalties for Illegal Numbers Games, Amending Certain Provisions of Presidential Decree No. 1602, and for Other Purposes).
