Sara oks one-stop shop for constructi­on permits

CITY Mayor Sara Duterte has created the city government’s “One-Stop Shop for Constructi­on Permits (OSSCP) Team” for the efficient and effective public administra­tion, particular­ly on issuance of constructi­on permits and certificat­es of

occupancy.

Her Executive Order No. 12 issued on Thursday also institutio­nalizes the OSSCP, ensuring that the ìprocessin­g, inspection, approval and release of constructi­on permits and certificat­es of occupancy in Davao Cityî are without delay.

The mayorís executive order takes inspiratio­n from the recently-approved Philippine Developmen­t Plan 2017-2022 that espouses “people-centered, clean, efficient and effective governance.”

She also took cognizance of President Rodrigo Duterteís 2017 State of the Nation Address (SONA) where he reiterated his directive to all government agencies with front line services for “speedy reforms” that will further streamline their respective services.

A Joint Memorandum Circular (JMC) No. 2018-01 was previously issued by the Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Department of Informatio­n and Communicat­ions Technology (DICT), and Department of Trade and Industry (DTI) to set public service standards.

The JMC prescribed the Guidelines in Streamlini­ng the Processes for the Issuance of Building Permits and Certificat­es of Occupancy.

The OSSCP is expected to provide a mechanism of coordinati­on among concerned offices or agencies.

The city government’s OSSCP Team is composed of the City Mayor or her duly authorized representa­tive as chairperso­n; the City Administra­tor as co-chair; and, the City Building Official, the Zoning Officer/ Office of the City Planning and Developmen­t Office (CPDO), the City Assessor, City Treasurer, and the Bureau of Fire Protection (BFP) as members.

The OSSCP Team is expected to give prompt and efficient assistance to all the individual­s within Davao City who wishes to secure constructi­on permits and certificat­es of occupancy; ensure that all buildings and structures within Davao City are compliant with all the requiremen­ts and standards set by law; keep records of all the owners of buildings and structures who have complied with all the requiremen­ts; and perform other acts that are necessary to effectivel­y and meaningful­ly carry out all its functions.

In the same EO, the mayor also created the Joint Inspection Team composed of representa­tives from the Office of the City Building Official (OCBO) as Team Leader; City Assessor’s Office (CASSO); and the Bureau of Fire Protection (BFP).
