Sara oks one-stop shop for con­struc­tion per­mits

CITY Mayor Sara Duterte has cre­ated the city gov­ern­ment’s “One-Stop Shop for Con­struc­tion Per­mits (OSSCP) Team” for the ef­fi­cient and ef­fec­tive pub­lic ad­min­is­tra­tion, par­tic­u­larly on is­suance of con­struc­tion per­mits and cer­tifi­cates of

oc­cu­pancy.

Her Ex­ec­u­tive Or­der No. 12 is­sued on Thurs­day also in­sti­tu­tion­al­izes the OSSCP, en­sur­ing that the ìpro­cess­ing, in­spec­tion, ap­proval and re­lease of con­struc­tion per­mits and cer­tifi­cates of oc­cu­pancy in Davao Ci­tyî are with­out de­lay.

The may­orís ex­ec­u­tive or­der takes in­spi­ra­tion from the re­cently-ap­proved Philip­pine De­vel­op­ment Plan 2017-2022 that es­pouses “peo­ple-cen­tered, clean, ef­fi­cient and ef­fec­tive gov­er­nance.”

She also took cog­nizance of Pres­i­dent Ro­drigo Duterteís 2017 State of the Na­tion Ad­dress (SONA) where he re­it­er­ated his di­rec­tive to all gov­ern­ment agen­cies with front line ser­vices for “speedy re­forms” that will fur­ther stream­line their re­spec­tive ser­vices.

A Joint Mem­o­ran­dum Cir­cu­lar (JMC) No. 2018-01 was pre­vi­ously is­sued by the De­part­ment of In­te­rior and Lo­cal Gov­ern­ment (DILG), De­part­ment of Pub­lic Works and High­ways (DPWH), De­part­ment of In­for­ma­tion and Com­mu­ni­ca­tions Tech­nol­ogy (DICT), and De­part­ment of Trade and In­dus­try (DTI) to set pub­lic ser­vice stan­dards.

The JMC pre­scribed the Guide­lines in Stream­lin­ing the Pro­cesses for the Is­suance of Build­ing Per­mits and Cer­tifi­cates of Oc­cu­pancy.

The OSSCP is ex­pected to pro­vide a mech­a­nism of co­or­di­na­tion among con­cerned of­fices or agen­cies.

The city gov­ern­ment’s OSSCP Team is com­posed of the City Mayor or her duly au­tho­rized rep­re­sen­ta­tive as chair­per­son; the City Ad­min­is­tra­tor as co-chair; and, the City Build­ing Of­fi­cial, the Zon­ing Of­fi­cer/ Of­fice of the City Plan­ning and De­vel­op­ment Of­fice (CPDO), the City Asses­sor, City Trea­surer, and the Bureau of Fire Pro­tec­tion (BFP) as mem­bers.

The OSSCP Team is ex­pected to give prompt and ef­fi­cient as­sis­tance to all the in­di­vid­u­als within Davao City who wishes to se­cure con­struc­tion per­mits and cer­tifi­cates of oc­cu­pancy; en­sure that all build­ings and struc­tures within Davao City are com­pli­ant with all the re­quire­ments and stan­dards set by law; keep records of all the own­ers of build­ings and struc­tures who have com­plied with all the re­quire­ments; and per­form other acts that are nec­es­sary to ef­fec­tively and mean­ing­fully carry out all its func­tions.

In the same EO, the mayor also cre­ated the Joint In­spec­tion Team com­posed of rep­re­sen­ta­tives from the Of­fice of the City Build­ing Of­fi­cial (OCBO) as Team Leader; City Asses­sor’s Of­fice (CASSO); and the Bureau of Fire Pro­tec­tion (BFP).

“They shall con­duct the re­quired in­spec­tion of the struc­ture or build­ing sub­ject for in­spec­tion,” the mayor said. CIO
