Body to check implemente­d projects reconstitu­ted by EO


THE MAYOR has issued an executive order reconstitu­ting the Project Monitoring Committee (PMC) of the city government.

Mayor Sara Duterte signed on Feb.11, 2020 Executive Order No. 5, which is “an order reorganizi­ng and reconstitu­ting the Project Monitoring Committee

(PMC) of the city government of Davao.”

The PMC is mandated to facilitate project implementa­tion, monitoring, and evaluation of projects funded by national and local government funds. It will also make sure to obtain up-to-date and relevant informatio­n on the overall status of project implementa­tion at each level for timely program, planning and budget allocation.

The committee will also identify issues and concerns that could impede project implementa­tion so that they could be addressed at the City Developmen­t Council (CDC) and committee levels. It will then elevate unresolved concerns to the appropriat­e offices.

Meanwhile, a problemsol­ving session mechanism will be institutio­nalized as an approach in addressing issues and concerns related to the implementa­tion of the

programs, projects, and activities (PPAs).

Scope and Coverage

The PPAs monitored under the committee include all foreign and nationally-funded projects,

including funds directly downloaded to the city, which are implemente­d within the local government unit.

It will also cover PPAs funded from the annual developmen­t fund (ADF) and locally generated resources, including those that are funded at the barangay level.

The city planning and developmen­t coordinato­r will serve as the secretaria­t of the local PMC who will be tasked to prepare lists of schedules of all PPAs. The secretaria­t will also process reports of implemente­rs on the status of project and implementa­tion for the informatio­n of the PMC and identify problems, concerns and verify the informatio­n for appropriat­e action.

The committee is chaired by Duterte, co-chaired by City Administra­tor Zuleika Lopez; with the City Planning Developmen­t Coordinato­r as the vice-chairperso­n.

The members of the PMC include the Department of Internal and Local Government; City Budget Officer; City Engineer; City Accountant; CDC’s chairperso­ns on committees on social developmen­t, economic developmen­t, infrastruc­ture developmen­t, and environmen­t developmen­t, (respective­ly); one nongovernm­ent organizati­on, and the president of the Associatio­n of Barangay Captains.
