DOLE MIMAROPA cre­ates Palawan Is­land Tri­par­tite In­dus­trial Peace Coun­cil

The re­gional of­fice of the Depart­ment of La­bor and Em­ploy­ment (DOLE) re­cently spear­headed the cre­ation of the Palawan Is­land Tri­par­tite In­dus­trial Peace Coun­cil (TIPC), which was at­tended by var­i­ous com­pa­nies and stake­hold­ers across dif­fer­ent in­dus­tries in the is­land prov­ince of Palawan.

Re­gional Di­rec­tor Joel M. Gonzales of DOLE MIMAROPA said the Palawan Is­land PITC will foster har­mo­nious la­bor re­la­tions, main­tain in­dus­trial peace, higher pro­duc­tiv­ity, and in­dus­trial har­mony among es­tab­lish­ments and work­ers.

The coun­cil, he fur­ther ex­plained, is a self-sus­tain­ing body gov­erned by a set of rules and un­der­stand­ing of laws, guide­lines and ad­vi­sories in the ar­eas of in­dus­try clus­ters coun­cils; re­spon­si­ble union­ism and la­bor man­age­ment co­op­er­a­tion; oc­cu­pa­tional safety and health; skills devel­op­ment and pro­fes­sion­al­ism; wages, liveli­hood and com­pen­sa­tion; ca­reer devel­op­ment and em­ploy­ment and ef­fi­ciency and in­tegrity and mon­i­tor­ing for im­prove­ment.

“We need to shift our mind­set from be­ing reg­u­la­tory-fo­cused to be­com­ing cus­tomer-fo­cused,” said Un­der­sec­re­tary Rowel S. Barba as he dis­cussed the Philip­pine com­pet­i­tive­ness in the con­text of tri­par­tism.

Barba also stressed out that do­ing busi­ness in the gov­ern­ment of­fices and agen­cies must be ef­fi­cient. “We should do things with ease,” Barba said adding that that there must be ef­fi­cient and fast gov­ern­ment ser­vices that are fully au­to­mated.

Un­der­sec­re­tary Barba en­cour­aged ev­ery­one to de­velop com­pet­i­tive­ness and to work to­gether to raise good gover­nance. “Let us put our heads to­gether to bring a strong foun­da­tion for an in­clu­sive growth.”

With the theme, “A Reengi­neered TIPC Fos­ter­ing In­dus­trial Har­mony for Com­pet­i­tive­ness,” the event was held at the Best­west­ern Plus The Ivy­wall Ho­tel at Puerto Princesa City last Novem­ber 15, 2018.

The fol­low­ing day, the newly elected of­fi­cers of the Palawan Is­land TIPC took their oath ad­min­is­tered by DOLE Sec­re­tary Sil­vestre Bello III.

The Tri­par­tite In­dus­trial Peace Coun­cil (TIPC) was es­tab­lished through an Ex­ec­u­tive Or­der No. 403 is­sued by then Pres­i­dent Co­ra­zon C. Aquino on May 30, 1990 to at­tain in­dus­trial peace through mean­ing­ful tri­par­tite con­sul­ta­tions among the rep­re­sen­ta­tives from La­bor, Em­ployer and Gov­ern­ment sec­tors in the for­mu­la­tion and im­ple­men­ta­tion of la­bor and so­cial poli­cies.

Par­tic­i­pants com­ing from dif­fer­ent es­tab­lish­ments and com­pa­nies at­tended the cre­ation of the Palawan Is­land Tri­par­tite In­dus­trial Peace Coun­cil last Novem­ber 15, 2018 fa­cil­i­tated by DOLE MIMAROPA. (Harth­well Capis­trano / Palawan Daily News)
