dapat RA 10913, enacted last year, prohibits motorists from using any communication devices while driving. The law likewise bans the display of rosaries and stuffed toys on the vehicle’s dashboard.

Meanwhile, the Department of Transportation (DOTr) and the Land Transportation Office have been urged to temporarily suspend the enforcement of the Act until issues on the IRR are ironed out.

“Looks like the DOTr officials did not understand the essence of the Anti-Distracted Driving Act. They have made matters complicated,” said Sen. Joseph Victor Ejecrito, the vice chairman of the Senate public services panel.

Ejercito also defended the use of mobile phones for navigational purposes.

“It is counter-intuitive when using Waze or other navigation applications since the use of cellphone is less dangerous if it is within the line of sight. Every second that the driver’s eyes are on the road counts.
