‘Illegal street racing’ puts men behind bars ILOILO

ILOILO City – Four persons were arrested for illegal street racing in Barangay Pagdugue, Dumangas, Iloilo.

They were Jerico Berja, 18; Jeric Berja, 25; Harry Peraez, 21; and Zaldy Berja, 27.

According t o police i n v e s t i g a t i o n , t h e y o u n g e r B e r j a a n d Peraez were caught racing onboard their motorcycle­s around 4 p. m. on Feb. 25 while the other two stood as facilitato­rs.

A P41,000 bet money was recovered f rom t he suspects’ possession.

They were detained in the custodial facility of the Dumangas police station, facing charges./

MANILA – The House o f Representa­tives i s prioritizi­ng the passage of the proposal to amend the restrictiv­e economic provisions i n t he 1987 Constituti­on on or before the Congress goes on Holy Week break on March 24.

H o u s e C o mmit t e e o n C o n s t i t u t i o n a l Amendments chairperso­n Alfredo Garbin J r. s aid o n F r i d a y t h a t h e i s optimistic that majority of the congressme­n will vote for the measure next month.

“I e x p e c t a n i mpassioned debate t o those who want to retain the restrictiv­e economic provisions but confident enough to get the support o f t h e s u p e r majority c o a l i t i o n who e a r l i e r si gnified t heir support to RBH 2 ( Resolution of Both Houses) Number 2,” said Garbin.

The measure, according to Garbin, aims to amend e x i s t i n g e c o n o m i c provisions i n t he 1987 Philippine­s Constituti­on i n a bid to open up t he country to foreign direct investment­s.

RBH Number 2 inserts t h e p h r a s e “u n l e s s otherwise provided by law” to the constituti­onal restrictio­ns t hat l i mits participat­ion of f oreign investors in the governing body of entities based on t heir proportion­ate share of capital. The same phrase would l i kewise be added t o provisions s a y i n g o n l y F i l i p i n o c i t i z e n s c a n c o n t r o l , own, and/ or lease public u t i l i t i e s , e d u c a t i o n a l i n s t i t u t i o n s , m a s s media c ompanies, a nd advertisin­g companies in the Phili ppines.
