THE BUDGET Commission, the predecessor of the Department of Budget and Management (DBM), was created through Executive Order No. 25 issued on April 25, 1936 by then President Manuel Quezon. Through the Revised Administrative Code of 1987, the commission became the DBM. Its main office is located on Gen. Solano Street in San Miguel, Manila.
