Proclamation No. 449 signed on Sept. 6, 1965, moved the observance of Courtesy Week from the second week of October to the fourth week of January. Courtesy Week aims to encourage more courteous and dedicated service among government employees. The Civil Service Commission is designated to take charge of activities or programs marking the occasion.
