PLAI Congress 2018 Program - - CONTENT -

As a re­sult of the 1st Philip­pine Li­brar­i­ans’ Sum­mit con­ducted by the PLAI-NCR last 17-18 March 2016 at the Uni­ver­sity of Santo To­mas, Manila wherein li­brary pro­fes­sion­als, in­dus­try lead­ers, and other stake­hold­ers gath­ered through a se­ries of fo­cus group dis­cus­sions to dis­cuss var­i­ous is­sues and con­cerns, the fol­low­ing ac­tion agenda for the ac­cred­ited pro­fes­sional or­ga­ni­za­tion came about:

1. To pro­pose and lobby for the ap­proval of amend­ments to RA 9246, par­tic­u­larly on the fol­low­ing pro­vi­sions: qual­i­fi­ca­tions of ap­pli­cants to the li­cen­sure ex­ams; rat­ing in the Board ex­ams; re­newal of li­cense to prac­tice (i.e., mem­ber­ship in good stand­ing with the APO, earn­ing of CPD units, etc..);

2. To co­or­di­nate with lo­cal gov­ern­ments, through the DILG and the NLP and, to build and/or re-op­er­a­tional­ize pub­lic li­braries (in­clud­ing Barangay Read­ing Cen­ters) pur­suant to RA 7743, as well as to ap­point li­censed li­brar­i­ans to man them pur­suant to RA 9246 ;

3. To col­lab­o­rate with gov­ern­ment agen­cies (i.e., CHED, PRC) as well as As­so­ci­a­tions (i.e, PATLS, COHDLIS) in the pro­mo­tion and im­prove­ment of pro­grams and ser­vices for li­brary ed­u­ca­tion;

4. To part­ner with the na­tional sec­toral li­brary as­so­ci­a­tions (i.e. ALPS, ASLP) in the ac­cred­i­ta­tion of pub­lic and spe­cial li­braries in the coun­try to en­sure qual­ity re­sources and ser­vices;

5. To sit with na­tional sec­toral li­brary as­so­ci­a­tions and come up with a “Pro­fes­sional Devel­op­ment Agenda” which will be­come the ba­sis for the plan­ning of CPD ac­tiv­i­ties that will en­hance the skills and com­pe­ten­cies of their mem­bers;

6. To de­velop and im­ple­ment var­i­ous strate­gies for pro­fes­sional li­brar­i­ans to con­duct re­search fo­cus­ing on their work and re­lated con­cerns in the li­brary;

7. To ad­vo­cate for the stan­dard­iza­tion of rank and pro­mo­tion cri­te­ria as well as in the up­grad­ing of po­si­tion and ben­e­fits for li­brar­i­ans;

8. To in­crease li­brar­i­ans’ aware­ness on their ac­count­abil­ity as per guide­lines and poli­cies set forth by their re­spec­tive in­sti­tu­tion/ agency;

9. To work on strate­gies that will in­crease the num­ber of pro­fes­sional li­censed li­brar­i­ans;

10. To con­trib­ute to the pro­mo­tion and im­ple­men­ta­tion of the UN 2030 Agenda (Trans­form­ing our World: the 2030 Agenda for Sus­tain­able Devel­op­ment) by and among li­braries and li­brar­i­ans na­tion­wide.
