Village chiefs may face raps after no show in business one-stop shop

ALL the village chiefs in Bacolod City will be given time to send their representa­tives for the city’s Business One-stopshop (Boss) at the Bacolod Government Center (BGC) until today only, Executive Assistance Samuel Montoyo said yesterday.

Of the 61 barangays, only 25 barangays joined the first day of Boss at the BGC, said Montoyo, member of Anti-red Tape Act Core Team.

These are Barangays, 1, 2, 4, 5, 9, 11, 12, 13, 16, 18, 19, 22, 23, 31, 33, 37, Bata, Handumanan, Pahanocoy, Sum-ag, Taculing, Alangilan, Estefania, Mandalagan and Villamonte.

“If the village chiefs fail to send their representa­tives until today, I will send the lists of the erring barangays to the Office of President Rodrigo Duterte, Department of the Interior and Local Government (DILG) and Civil Service Commission (CSC),” Montoyo said.

He said it’s the responsibi­lity of the barangay officials to comply with the Republic Act 11032 or an Act promoting ease of doing business and efficient delivery of government services, amending for the purpose of RA 9484 or the Antired Tape Act of 2007.

“It’s already a law and we have a basis to file a complaint against the noncomplia­nt village chiefs and I already received complaints from the taxpayers against the barangays that failed to join the Boss,” Montoyo said.

He said it’s the order of Duterte that the local government units should promote ease of doing business and efficient delivery of government services.

He added the erring village chiefs will be fined and charged administra­tively.

For the Boss, it inc l u d e s representa­tives from the City Health Office, Bureau of Fire Protection, Office of the Building Official, Environmen­t and Natural Resources Office, and the barangays for the signing of business owner clearances that operates in Bacolod.

Licensing Officer Stela Rose Rayos earlier said the standard steps in processing the business permits have been reduced to only three from the previous five for the convenienc­e of the business owners.

“For those who have 2018 business permit can go directly to their respective barangays for clearances and no need to secure an applicatio­n form in our office. Only the new business permit applicatio­n will secure a form,” she said.

She added that they can release a copy of the business permit in a day as long as the clearances and payment are already finished.*
