Bacolod council asks mayor to enjoin village chiefs to designate sanitary inspector
THE Bacolod City Council has approved a resolution requesting Mayor Alfredo Abelardo Benitez to enjoin all village chiefs to designate a barangay sanitary inspector (BSI) to work on raising health and sanitation standards in their area of jurisdiction.
Councilor Claudio Puentevella, who authored the resolution, said the BSI will be tasked to work on raising health and sanitation standards in their respective barangays on preventing food and water borne-disease.
He said the BSI has a vital role in the prevention and control of diseases from spreading in the community as sanitarians primarily initiate the proper implementation of environmental sanitation making their roles with regard to the health of the community indispensable.
Puentevella, chairperson of the City Council committee on health, noted that Section 16 of Article II of the 1987 Philippine Constitution provides that the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.
He said that Republic Act No. 7160 or the Local
Government Code of 1991 also provides that the local government units shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.*
